Dubai Municipality Launches City Inspector Initiative, Certifying 63 Inspectors Across Multiple Domains
Dubai Municipality has introduced the "City Inspector" initiative, a pioneering programme designed to train and certify inspectors in various municipal sectors. This initiative seeks to create a unified inspection system, streamline processes, and ensure adherence to established laws and regulations. The ultimate goal is to improve service quality and increase community satisfaction.
In the initial phase, Dubai Municipality has certified 63 Emirati inspectors skilled in 14 technical areas of municipal inspection. This move aims to standardise inspection practices, minimise duplication, and enhance the efficiency of Dubai’s regulatory framework. It reinforces the city's commitment to providing a world-class living environment focused on health, safety, and quality of life.

The City Inspector Professional Diploma has been launched by Dubai Municipality to support this initiative. It certifies inspectors across essential municipal fields such as health and safety, food safety, construction activities, waste management, sanitation, sustainability, and public facility supervision. This diploma ensures that inspectors are well-equipped to handle their responsibilities effectively.
City Inspectors have a crucial role in conducting periodic inspections based on complaints and visual assessments. Their responsibilities include reducing unnecessary visits and addressing complaints about inspection procedures. By doing so, they help streamline regulatory processes while safeguarding community interests.
The initiative introduces several structural reforms and key enablers. These include clearly defined inspection scopes and responsibilities, a legislative framework granting judicial authority status, detailed inspection manuals with risk-based checklists, comprehensive job descriptions for inspectors, training programmes to enhance inspector capacity, and advanced technologies integration to improve inspection efficiency.
Marwan Ahmed bin Ghalita, Director-General of Dubai Municipality, highlighted the importance of regulatory and inspection operations in supporting service development and institutional planning. He stated that these operations are vital for maintaining high standards in service delivery.
