Dubai Metro Blue Line Forum Updates Under Al Tayer's Chair
Dubai Metro Blue Line is moving ahead as a key transport project, with overall completion reaching 12%. The 30 km line will include 14 stations and is scheduled to start operations on 9.9.2029. Mattar Al Tayer chaired a dedicated forum meeting to review current progress and ensure the work remains aligned with the agreed schedule.
The line will connect the existing Red and Green Lines and is expected to serve about one million residents by 2040. Journeys to Dubai International Airport are planned to take 20 minutes. The project is designed to cut traffic congestion on affected corridors by 20% and to lift land and property values near stations by up to 25%.

More than 3,000 workers are currently deployed on Dubai Metro Blue Line sites, supported by 500 engineers and specialists. They are spread across 12 active locations. The project has so far logged over 4.6 million working hours. The implementation team expects overall completion to reach about 30% by the end of 2026, following the approved programme.
The latest Dubai Metro Blue Line Forum meeting took place at the Precast Concrete Production and Storage Factory in International City. The gathering included the chairmen of MAPA, Limak, and CRRC Hong Kong, alongside leaders of the consultancy and contracting firms. Several RTA CEOs also attended. The Forum convenes regularly as part of RTA’s strategy to track performance and support timely decisions.
Forum participants, led by Mattar Al Tayer, inspected the ready-mix concrete casting operations as part of the Dubai Metro Blue Line review. This line is the first RTA rail scheme to use two ready-mix concrete batching plants and two precast concrete storage yards in Al Ruwayyah 3 and International City. This setup strengthens quality control, secures supply chains, shortens implementation time, and improves logistics efficiency.
Production capacity for Dubai Metro Blue Line construction materials was detailed during the briefing. The Al Ruwayyah 3 batching plant produces 200 cubic metres of ready-mix concrete each day. Its viaduct precast yard delivers between 10 and 12 viaduct segments daily. In International City, a second batching plant produces 120 cubic metres of ready-mix concrete daily, while a separate facility manufactures 12 precast tunnel rings per day.

Dubai Metro Blue Line supports the Dubai 2040 Urban Master Plan by linking the fifth urban area with the wider metro network. The line is designed to improve quality of life for residents and visitors through better access to key services. It also contributes to the 20-minute city target by helping people reach over 80% of essential services within 20 minutes of travel.
The project follows Transit-Oriented Development principles, encouraging compact, mixed-use areas around stations on the Dubai Metro Blue Line. It also supports the Dubai Economic Agenda (D33) by improving mobility for workers, residents, and visitors. By easing congestion and boosting values around stations, the line is expected to reshape transport demand along important corridors.
With regular Dubai Metro Blue Line Forum meetings, RTA continues to oversee construction, productivity, and material supply in detail. Current indicators show steady progress toward the 30% completion target by late 2026 and the planned opening on 9.9.2029. The line is set to become an important part of Dubai’s long-term transport and urban development plans.
