Dubai Government Best Practices Series 2025 Focuses On Innovation And Future-Ready Governance
The Government Best Practices Series 2025 began in Dubai, hosted by the General Secretariat of The Executive Council of Dubai. This event gathers leaders from Dubai Government entities and experts in government administration, institutional excellence, and future foresight. The focus is on innovation, digital transformation, institutional learning, service design, and preparing for the future.
Participants are sharing success stories recognised by the Dubai Government Excellence Programme and the Hamdan bin Mohammed Programme for Government Services. This highlights Dubai's dedication to enhancing its government's effectiveness and agility. Abdulla Mohammed Al Basti, Secretary-General of The Executive Council of Dubai, emphasised that this commitment is inspired by His Highness Sheikh Mohammed bin Rashid Al Maktoum's vision.

Al Basti stated, "Knowledge-sharing initiatives like the Government Best Practices Series 2025 reaffirm Dubai’s commitment to continuous development based on the highest global standards. People remain at the centre of every policy, initiative, and service." He added that as government entities collaborate, they are shaping advanced standards for governance that align with societal aspirations.
The first day included sessions featuring success stories from leading government entities. Discussions covered digital transformation's impact on service delivery, innovation's role in performance enhancement, and best practices in knowledge transfer and capacity building. Presentations were made by various departments including Dubai Police and Roads and Transport Authority (RTA).
The main panel discussion was led by the City Makers initiative from The Executive Council's General Secretariat. It focused on designing joint government services and recognised initiatives under the Executive Benchmarking Programme. Nine innovative projects were highlighted in this programme's sixth cycle.
Dr. Hazza Khalfan Al Nuaimi noted that sharing knowledge helps deliver integrated public services that meet community expectations. "The Government Best Practices Series embodies this concept," he said, supporting modern governments' evolution through accelerated knowledge transfer.
Showcasing Innovative Initiatives
Featured projects included ‘Advance Ruling’ by Dubai Customs; ‘Dubai's Emissions Factors Guideline Road Transport Sector’ by the Environment and Climate Change Authority; and establishing the Dubai International Mediation Centre by Legal Affairs Department. Other initiatives were also recognised for their contributions to collaborative excellence.
The series will continue with sessions showcasing global best practices in service innovation and smart government integration. The second day will feature a presentation on key achievements in Dubai’s government followed by discussions on institutional resilience and risk management.
Future-Ready Governance
Further sessions will highlight initiatives like the Dubai Sandbox led by Dubai Future Foundation; DEWA’s services for People of Determination; leadership in Emiratisation by Dubai Police; advancements in digital empowerment by Dubai Air Navigation Services; and pioneering AI practices organised by DEWA.
The meetings will conclude with a panel discussion titled Partners in Leadership: Collaborating for Government Excellence. This session is organised by the Dubai Culture and Arts Authority alongside the General Directorate of Identity and Foreigners Affairs – Dubai.
