Dubai Government Best Practices Series 2025 Concludes With Focus On Innovation And Collaboration
The Government Best Practices Series 2025, organised by the General Secretariat of The Executive Council of Dubai, concluded after two days of insightful sessions. These discussions underscored the significance of proactiveness, integration, and collaboration in crafting government services that meet society's evolving needs. The event reinforced Dubai’s dedication to becoming a global leader in government excellence and future-readiness.
Participants at the event stressed the need for continuous investment in talent and resources. This aligns with national priorities to enhance governance models. These efforts are guided by the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum and directives from H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum.

Dr. Hazza Khalfan Al Nuaimi, Assistant Secretary-General for the Excellence and Government Services Sector at The Executive Council of Dubai, highlighted that the series serves as a platform to showcase Dubai's government experiences. It reaffirms the emirate’s commitment to innovation and leadership in public service delivery.
"The Government of Dubai continues to develop forward-looking strategies rooted in evidence-based data and innovative thinking. These strategies reflect Dubai’s distinct character as a city that places people at the centre of its development journey. The Government Best Practices Series 2025 showcases pioneering initiatives and offers valuable insights and lessons learned—success stories that not only drive local progress but also serve as models for global collaboration," he said.
On the second day, Dr. Al Nuaimi presented results from the 2024 assessment cycles for the Government Excellence Model and Elite Model. He noted that 80% of government entities showed improved performance compared to previous cycles. This reflects ongoing efforts to enhance service delivery standards.
The Hamdan Bin Mohammed Programme for Government Services achieved significant milestones, including a 98% reduction in service waiting times during its first phase. Customer confidence in government improvement efforts rose by 91%, while performance indicators showed a 96% rating in mystery shopper studies, 94% in customer happiness, and 87% in employee happiness.
Capacity Building Initiatives
In 2024, over 10,000 government employees benefited from smart training programmes. Additionally, more than 3,000 participants engaged in knowledge-sharing seminars, highlighting Dubai's focus on capacity building and institutional excellence.
The event also featured a recognition ceremony for graduates of the second cohort of the Government Innovation Consultant Program. This initiative promotes proactive thinking by exposing participants to global best practices and equipping them with practical tools.
Exploring Future-Ready Governance
The series included panel discussions and interactive workshops addressing future government trends. Sessions explored digital services, AI applications in public sectors, and innovation teams' roles in enhancing performance. Discussions also focused on accelerating knowledge transfer and developing future-ready government talent.
The event concluded with an emphasis on fostering a culture of innovation within government operations. By adopting global best practices, Dubai aims to cultivate an environment conducive to proactive governance strategies that benefit both local citizens and international communities alike.
