Dubai Unveils Vision For Human Resources Management With New DGHR Report

The Dubai Government Human Resources Department (DGHR) has unveiled its latest report, ‘Navigating Tomorrow's Human Resources in Dubai: Major Drivers and Future Trends in Human Resources Management.’ This initiative aligns with the national strategies and vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum to transform Dubai into a global innovation hub.

The report aims to identify future needs and expectations for human resources in Dubai. It outlines solutions, proposals, and tools to enable and motivate both national cadres and global talents. Strategic partnerships with government and private sectors are emphasised, along with sustainable development and community well-being.

Dubai's New HR Management Vision

Abdullah Ali Bin Zayed Al Falasi, Director General of DGHR's Department, stated, "Navigating Tomorrow's Human Resources in Dubai report is a practical and strategic tool reflecting the commitment of the Human Resources Service of the Government of Dubai to offer innovative insights and solutions that promote the growth of the human resources sector. The report aligns with our mission of developing smart solutions, formulating flexible and innovative policies, and supporting talented minds that improve Dubai's competitiveness. Under the guidance of our wise leadership, we continue to look ahead and create initiatives that support the national vision, which includes establishing the UAE as one of the top 10 countries in the world for global talent competitiveness and maintaining talent in key industries, making it an ideal destination to live and work."

The report delves into primary factors influencing HR management in Dubai. These include technological innovations, Federal Government policies, economic growth, globalisation, and inflation. It also highlights how these forces impact HR strategies and practices.

Several HR specialists from both public and private sectors contributed to this report. They provided insights into new opportunities and challenges while offering valuable recommendations. The report also examines current HR practices within Dubai's public and private sectors.

Strategic Partnerships for Sustainable Development

The DGHR’s efforts include establishing partnerships with public and private sectors to promote sustainable development. This initiative aims to empower the country's workforce by integrating them effectively into the private sector.

The report underscores funding local talent development and promoting Emiratisation by providing educational options and career progression avenues for UAE citizens. It also highlights digital transformation's transformative impact on HR operations.

Challenges in Human Resource Management

The challenges faced by HR management are also addressed. These include adapting to new regulations, changing market demands, maintaining work-life balance for employee satisfaction, and increasing productivity.

"The report's importance stems from its ability to offer a distinctive perspective regarding the Emirate of Dubai's future with regard to human resources and highlight the difficulties that exist here. It also seeks to offer suggestions that will strengthen the position of the sector in Dubai's government organisations, thereby enhancing the Emirate's competitiveness worldwide. This includes addressing important factors that affect human resources, enhancing talent attraction and retention strategies, improving learning and development practices, integrating cutting-edge technology into human resource management, and elevating the employee experience within government entities," he added.

Future Initiatives

This latest report is part of several initiatives launched by DGHR aimed at improving human resources in the UAE. One such project is 'Future Proofing Dubai's Workforce,' under the ‘Talent 2033’ theme. This project aims to solidify Dubai’s status as a global hub for innovation in HR management.

As an indicator of DGHR’s commitment to revolutionising government HR management, this report will assist Dubai Government in achieving its strategic goals while enhancing operational efficiency overall.
