Dubai Future Foundation And IBM Join Forces To Position Dubai As A Global AI Hub
Dubai Future Foundation (DFF) and IBM have signed a memorandum of understanding (MOU) at the World Governments Summit 2025. This agreement aims to establish Dubai as a global centre for artificial intelligence (AI). The partnership aligns with the Dubai Economic Agenda (D33), which seeks to double the city's economy in ten years and secure its place among the top three global cities.
The MOU was signed in the presence of Omar Sultan AlOlama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications. Also present were Arvind Krishna, Chairman and CEO of IBM, Saad Toma, General Manager of IBM Middle East and Africa, and Khalfan Belhoul, CEO of DFF. This collaboration supports the Dubai Universal Blueprint for Artificial Intelligence, aiming to accelerate AI adoption.

The partnership will concentrate on developing a sovereign cloud and an AI innovation centre in Dubai. This initiative is intended to support development and market expansion. IBM will also participate in the inaugural Dubai AI Week from 21-25 April. This event will bring together global AI experts for conferences, initiatives, and exhibitions.
During Dubai AI Week, DFF and IBM plan to publish joint white papers. IBM will host workshops, masterclasses, and expert sessions as part of its support for the conference. "IBM is proud to collaborate with Dubai Future Foundation to advance AI innovation," said Saad Toma, General Manager of IBM Middle East and Africa.
Omar Sultan AlOlama commented on the partnership: "The UAE aims to create an innovative model that cements its position as a leading global hub for AI technologies." He emphasised that partnerships between government and private sectors are crucial for growth within an ecosystem fostering innovation.
Arvind Krishna expressed IBM's enthusiasm about this collaboration: "IBM is pleased to partner with Dubai Future Foundation... Together, we will position Dubai as a global leader in innovation." The partnership reflects a commitment to driving economic growth through technological development.
Supporting National Goals
Khalfan Juma Belhoul highlighted the significance of partnering with IBM: "Partnering with IBM reflects Dubai Future Foundation’s commitment to driving national efforts towards the ambitious goals of the Dubai Economic Agenda (D33)." This collaboration underscores their dedication to accelerating AI adoption across key sectors.
Under this agreement, IBM will conduct Tech Talks at DFF and engage in startup mentorship. They will also provide AI tools and advisory services. These efforts aim to nurture a future where technology enhances life in Dubai and beyond.
