Dubai Chambers And International Chamber Of Commerce Introduce New Chamber Benchmarking Tool For Enhanced Performance

Dubai Chambers, in partnership with the International Chamber of Commerce (ICC) and the World Chambers Federation (WCF), has introduced the Chamber Benchmarking Tool. This tool allows chambers of commerce to compare their performance against regional and global standards in operational excellence and seven core roles. These roles include Economic Research & Business Intelligence, Advocacy & Policy Representation, International Trade & Investment Attraction, Training & Skills Development, Networking & Business Collaboration, Advisory & Support Services, and Legal & Dispute Resolution.

The Chamber Benchmarking Tool was unveiled during Dubai Chambers' participation in the 14th World Chambers Congress (WCC) held from 2–4 September in Melbourne, Australia. The event attracted over 1,200 chamber leaders and officials from more than 100 countries. As a key global gathering for chamber representatives, the WCC provides a platform for sharing expertise, exchanging insights, and building strategic international networks.

New Chamber Benchmarking Tool Launched by Dubai Chambers

The tool evaluates seven essential roles that are crucial for chambers worldwide. Economic Research & Business Intelligence is a primary focus, involving data collection and analysis to inform decisions and enhance competitiveness through research and digital platforms. Advocacy & Policy Representation involves representing business interests through research-based advocacy and participation in trade forums.

International Trade & Investment Attraction supports global trade by facilitating internationalisation and investment promotion services. Training & Skills Development equips individuals with skills to boost employability and innovation. Networking & Business Collaboration fosters strategic connections through events and initiatives.

The tool also examines internal operational excellence dimensions such as Strategic Alignment, Process Excellence, Resource Efficiency, Member Engagement, People and Culture (Employee Engagement & Leadership), Innovation, Governance, Financial Impact, and Partnerships. These dimensions ensure chambers operate efficiently while adapting to changing business environments.

Development Process

The development of the Chamber Benchmarking Tool was guided by a steering committee of local and international experts. The process began with an analysis of 19 diverse chambers globally to identify core functions serving as benchmarking pillars. Global business trends informed the creation of an evaluation framework culminating in robust assessment mechanisms.

This comprehensive framework enables self-assessment and comparative analysis for identifying improvement opportunities. It includes case-specific recommendations from a curated database of best practices worldwide. By promoting data-informed decision-making and facilitating knowledge exchange globally, it helps build stronger chambers.

The tool provides systematic benchmarking insights through a digital platform that identifies performance gaps aligned with international best practices. It unlocks access to an updated library of global case studies enhancing strategic planning while encouraging innovation among chambers worldwide.
