Dubai Business Forum: Germany Explores Investment Opportunities Under D33 Economic Agenda
The Dubai Business Forum–Germany recently concluded in Hamburg, drawing 240 German business leaders and investors. Representatives from Dubai's government and private sectors also attended. This event provided a crucial platform for German businesses to explore new opportunities arising from the Dubai Economic Agenda (D33) within Dubai's forward-looking economy.
Eng. Sultan bin Saeed Al Mansoori, Chairman of Dubai Chambers, highlighted the robust relationship between Dubai and Germany, emphasising their shared focus on innovation and sustainable growth. He noted that trade and logistics are central to their economic ties. "Germany currently ranks 15th among Dubai’s top global trading partners, with non-oil bilateral trade reaching AED39.7 billion in 2024 – an increase of 8 percent year-on-year," he stated.

The forum, themed "Innovate, Invest, Integrate: Forging a New Path for Dubai-German Economic Synergy," was organised by Dubai Chambers with the Hamburg Chamber of Commerce as a strategic partner. The event featured 25 speakers across 13 panel discussions aimed at strengthening business ties between Dubai and Germany.
These sessions showcased the vast potential of Dubai’s economy, highlighting its competitive advantages and innovation-driven business environment. Participants learned how these strengths create investment opportunities for German and international businesses, reinforcing Dubai’s role as a key commercial hub for accessing regional and global markets.
A session focused on future bilateral investment opportunities between Dubai and Germany explored how Dubai’s regulatory framework, tax benefits, and incentives promote cross-border transactions. Discussions highlighted growing momentum in mergers, acquisitions, and private investments driven by strategic partnerships in high-growth sectors.
Another session examined the appeal of venture capital firms and startups from Europe towards Dubai. The discussion centred on how government-backed incentives and funding programmes have turned the emirate into a global startup powerhouse, attracting entrepreneurs worldwide.
Sector-Specific Insights
Mohammad Ali Rashed Lootah, President and CEO of Dubai Chambers, participated in a session exploring Dubai’s value proposition for German companies across various sectors. He emphasised the chamber’s initiatives and public-private collaboration in driving mutual interests.
A dedicated session highlighted synergies between Germany’s expertise in engineering and industrial innovation with investment opportunities emerging from Dubai’s D33 Agenda. The agenda focuses on advancing growth through innovation and sustainability.
Technological Advancements
The forum also explored technology's future in joint investments between the two regions. Discussions focused on Dubai's emergence as a global hub for AI, Web3, digital assets, and how R&D funding creates opportunities for German deep-tech startups in biotech, life sciences, and AI fields.
Speakers noted that fintech, healthtech, smart mobility companies find appeal in Dubai due to its strong innovation ecosystem supported by intellectual property protection frameworks.
