Savills Middle East has announced that Dubai and Abu Dhabi are among the top five global destinations for High-Net-Worth Individuals (HNWIs). This information comes from the firm's first Spotlight on Wealth Trends 2025 report, which provides insights into the changing preferences of HNWIs worldwide. Dubai leads the list, while Abu Dhabi is ranked fifth.
The Savills HNWI Hotspot Index evaluates nearly 100 locations globally using five key metrics: business environment, family infrastructure and cost, legacy planning, lifestyle, and privacy. The index underscores the UAE's increasing importance as a global wealth centre. Both cities in the UAE join New York, Singapore, and Hong Kong in the top five.

Dubai stands out for its international schools, boasting 168 at present. It also ranks high for lifestyle due to its lively retail, hospitality, and cultural scenes. Additionally, Dubai is among the top five places for legacy planning with favourable tax conditions — no inheritance, capital gains or wealth taxes.
Abu Dhabi distinguishes itself through economic competitiveness and connectivity. This makes it attractive for corporate and sovereign wealth investments. The city’s appeal is growing as more individuals consider lifestyle and family factors when deciding where to live and invest.
