DoH Strengthens Global Healthcare Ties With Five Strategic MoUs Signed With Russian Institutions
The Department of Health – Abu Dhabi (DoH) has entered into five significant Memorandums of Understanding (MoUs) with prominent Russian health and technology institutions. These agreements were formalised during the Abu Dhabi Global Health Week, marking a strategic milestone following a DoH delegation's visit to Russia earlier this year. This initiative aims to bolster the already strong healthcare partnerships between the two countries.
In a ceremony attended by Mansoor Al Mansoori, Chairman of DoH, and Mikhail Murashko, Russian Minister of Health, the MoUs were signed with several leading Russian entities. These include the Moscow Institute of Physics and Technology (MIPT), JSC "BIOCAD" Biotechnology Company, Skolkovo Institute of Science and Technology (Skoltech), I.M. Sechenov First Moscow State Medical University (Sechenov University), and Dmitry Rogachev National Research Centre.

The partnerships aim to enhance international research collaborations, attract crucial investments, and promote substantial knowledge exchange. This collaborative effort is expected to drive innovation and improve healthcare outcomes globally. It also positions Abu Dhabi as a hub for life sciences and an incubator for responsible healthcare innovation.
Dr. Noura Khamis Al Ghaithi, Undersecretary of DoH, stated: "Further driving Abu Dhabi’s vision of establishing one of the world’s most intelligent healthcare systems driven by AI, data and advanced technology, our recent delegation to Russia laid the groundwork for these strategic alliances. These partnerships exemplify our collective ambition to advance health technology, positioning both nations at the forefront of global health transformation."
The agreement with MIPT focuses on advancing gene therapy through innovative clinical trials and enhancing non-invasive prenatal testing methodologies. It also includes fostering educational exchanges that align with DoH’s efforts to collaborate globally in delivering breakthrough solutions in the UAE and beyond.
Meanwhile, BIOCAD's collaboration promotes technology transfer, commercialisation, and licensing of innovative health solutions. It also explores investment opportunities in emerging healthcare technologies. These initiatives are designed to strengthen public healthcare systems in both nations.
Focus on Academic and Technical Capacity Building
The partnership with Sechenov University aims at advancing academic and technical capacity through collaborative research. It connects early-career researchers with seasoned professionals to drive innovation in healthcare and research fields.
Skoltech collaboration strengthens ties between Emirati and Russian health research ecosystems through impactful joint projects. This partnership amplifies Abu Dhabi’s global positioning in the sector via policy alignment and participation in key global health events.
Advancements in Pediatric Healthcare
The agreement with Dmitry Rogachev National Research Centre focuses on advancing research and clinical trials in CAR-T therapy models. It promotes harmonisation of infection prevention measures alongside capacity-building initiatives like student exchange programs to enhance pediatric healthcare education.
This comprehensive approach aims to leverage state-of-the-art technologies while fostering ongoing cooperation between both nations' healthcare sectors. The agreements are set to accelerate breakthroughs in medical research and practice across various disciplines.
