DCD Abu Dhabi Unveils Bayanat Community Platform At GITEX Technology Week 2024
The Department of Community Development – Abu Dhabi (DCD Abu Dhabi) introduced its community platform, 'Bayanat,' at GITEX Technology Week 2024. This event, the largest tech exhibition in the Middle East, North Africa, and South Asia, took place at the Dubai World Trade Centre from 14th to 18th October. Bayanat aims to connect DCD's partners through a unified data system that ensures transparency and comprehensive data access.
Bayanat automates annual report submissions and periodic questionnaires. This helps develop comprehensive indicators and reports. Partners can measure social impact by tracking community initiatives led by DCD’s partners. The platform updates with accurate data, enhancing social work effectiveness and supporting strategic decisions.

The platform consolidates licensing data from diverse partners involved in Abu Dhabi's social activities. These include entities authorised for donations, volunteer teams, social care facilities like rehabilitation centres, family counselling centres, public benefit associations, non-Muslim places of worship, and professionals in the social care sector.
Mubarak Salem Al Ameri, Executive Director of the Social Licensing & Control Sector at DCD, stated: "GITEX Technology Week offers a valuable opportunity to showcase innovative solutions, exchange insights among participants, and explore the best practices that leverage modern technologies to elevate performance and service delivery across various levels and sectors."
Al Ameri added that Bayanat is crucial for digital government strategies. "Data serves as a crucial strategic asset in a digital government," he said. The platform aligns with Abu Dhabi’s digital transformation goals and aims to improve life quality by providing easy access to social services.
The platform will enhance oversight by offering accurate data for informed decision-making. It supports innovation and positions the UAE as a global leader in social sector excellence. Bayanat integrates data from various entities across the social sector into one system.
Real-Time Data Access
This centralised platform allows entities to update their data directly. It ensures real-time availability of reliable information for policymaking. The database includes records for fundraising activities, public benefit institutions, non-Muslim places of worship, social care professionals, facilities, and volunteer work.
Future plans may expand the platform to include more entities within its framework. This would enable comprehensive governance and monitoring of social sector licensing activities. DCD’s licensing partners can securely access Bayanat online using a unified username linked to their digital identities.
Interactive Dashboards for Decision-Making
Partners can view private data related to their entities and update it instantly. They can also upload compliance reports electronically. Once data collection is complete, Bayanat will integrate with Microsoft Power BI for interactive dashboards that aid high-quality decision-making.
Bayanat will measure the social impact of community initiatives aligned with departmental performance indicators. It ensures compliance with regulations while enabling direct supervision of all social sector activities.
Security and Analytical Insights
The platform facilitates instant report creation for monitoring performance and assessing beneficiary satisfaction levels. Bayanat uses advanced security technologies to protect data integrity while providing analytical insights that support fact-based recommendations.
This strengthens efforts to enhance social services across Abu Dhabi by ensuring precise analysis and secure data handling within the emirate's social sector framework.
