MoHAP Launches Ajr Wa Aafya Bundle To Enhance Healthcare Services For Federal Employees
The Ministry of Health and Prevention (MoHAP), in collaboration with the Federal Authority for Government Human Resources and Emirates Health Services, has introduced an updated "Ajr wa Aafya" bundle. This initiative targets federal government employees and potential candidates, aiming to streamline processes, enhance employee well-being, and foster a more efficient government work environment. It aligns with the health sector's strategy to establish a flexible digital healthcare system that boosts the UAE's global competitiveness.
Abdullah Ahli, Acting Assistant Under-Secretary for the Support Services Sector and Head of MoHAP’s Zero Government Bureaucracy Team, highlighted that the "Ajr wa Aafya" bundle reflects the Ministry’s dedication to implementing leadership directives. These directives aim to create an integrated federal work system by shifting from rigid bureaucracy to stakeholder participation and streamlined procedures. He noted that this progress positions the ministry to meet its goal of reducing service completion times by over 50 percent.

The updated bundle signifies a major shift in sick leave services, medical reports, and fitness screening design. Developed using an innovative government methodology, it focuses on redesigning services by removing unnecessary requirements and digitally linking government systems. This ensures a smooth, automated journey for employees while enhancing integration among federal entities.
Faisal Saeed Binbuti Al Mheiri, Director-General of the Federal Authority for Government Human Resources (FAHR), stated that updating the "Ajr Wa Aafya" bundle marks a significant change in the government work system. The initiative accelerates procedures while redefining the federal employee experience through efficiency, flexibility, and digital integration. He emphasised FAHR’s commitment to advancing an integrated government model that drives institutional transformation.
The package aims to boost productivity across the federal sector by reducing time needed for key services. Medical fitness examination processing time for new employees decreased by 41 percent. Sick leave requests requiring medical committee review saw a 55 percent reduction, while those not needing review dropped by 24 percent. Patient companion leave services experienced an 18 percent reduction in processing time.
Mubaraka Ibrahim, Chief AI Officer at Emirates Health Services (EHS), affirmed that launching the updated "Ajr Wa Aafya" bundle represents significant progress in healthcare services related to pre-employment fitness screening and sick leave. She explained that EHS collaborated closely with strategic partners to advance the UAE Government’s vision of moving towards a new stage of the Zero Government Bureaucracy programme.
Commitment to Employee Well-being
The initiative simplifies access to services for federal employees by engaging them in redesigning service packages aligned with their needs. It demonstrates the UAE Government’s commitment to appreciating its employees and fostering a supportive work environment that enhances productivity and workplace well-being.
The initiative builds on previous successes from its first phase, which streamlined government services by eliminating over 1,000 procedures. These efforts saved customers more than 80 million minutes in processing time while cutting down 9 million procedural steps and reducing paper document requirements by 900,000.
Efforts have been made to enhance system integration for efficient data exchange among partner entities. The number of procedures was reduced from 34 to 21 by eliminating unnecessary requirements. This simplification accelerates obtaining medical leave services while making them faster and easier without unnecessary complexity.
Driving Innovation in Public Service Delivery
This initiative promotes a human-centred institutional culture driven by innovation while empowering work teams. It delivers outcomes that significantly impact federal government employees' quality of life. These efforts not only enhance competitiveness but also attract top talent while strengthening agility in responding to future needs.
The efficiency gains achieved through these initiatives have bolstered the UAE's global competitiveness while driving measurable progress in quality of life, sustainability, and digital transformation. The results reinforce the UAE's position as home to one of the world's most efficient governments.
