Saudi Arabia Reaffirms Commitment To Strengthening International Cooperation In Cybersecurity
The Kingdom of Saudi Arabia, through its National Cybersecurity Authority and Permanent Mission to the United Nations in New York, took part in the 11th and final substantive session of the Open-ended Working Group (OEWG) on ICT security. This event occurred at the UN Headquarters in New York from July 7 to 11, 2025.
Key discussions during the session revolved around cybersecurity issues within international security. Topics included current and emerging threats, norms for responsible state behaviour in cyberspace, and mechanisms to enhance trust among nations. The importance of capacity-building efforts for sustaining global initiatives against cyber threats was also highlighted.

Saudi Arabia stressed the need for regular dialogue under the UN framework to build on existing cybersecurity progress. The Kingdom reaffirmed its dedication to fostering global cooperation in addressing cyber risks. It also aims to contribute to regional and international initiatives that strengthen cybersecurity frameworks.
The Kingdom showcased its role in launching the Global Cybersecurity Forum Foundation. This initiative promotes international efforts supporting human and societal prosperity in the digital domain. Additionally, Saudi Arabia highlighted the establishment of the Council of Arab Cybersecurity Ministers, headquartered in Riyadh.
The Council of Arab Cybersecurity Ministers was endorsed by Arab leaders at the 33rd Arab League Summit held in Manama, Bahrain. This council is a significant step towards enhancing regional cooperation on cybersecurity matters.
The session concluded with an agreement to develop an international mechanism under the UN General Assembly First Committee on Disarmament and International Security. This mechanism aims to advance responsible state behaviour in cyberspace while addressing evolving challenges within global security systems.
