WHO Member Countries Unite To Finalize Global Pandemic Agreement In A Year
In a notable move to bolster global health security, the World Health Assembly, convening its 194 member countries, has unanimously adopted significant amendments to the International Health Regulations (2005) (IHR). Alongside, it pledges to finalize a global pandemic agreement within the coming year. This pivotal decision, reached on the final day of the 77th World Health Assembly, aims to fortify international frameworks against future health emergencies and pandemics.
The amendments to the IHR are designed to enhance global preparedness and response capabilities for public health threats, drawing on the harsh lessons of the COVID-19 pandemic and other health crises. Additionally, the Assembly has committed to advancing negotiations on a comprehensive Pandemic Agreement. This agreement seeks to ensure better international cooperation and equitable response mechanisms to tackle future pandemics.
The extension of the mandate for the Intergovernmental Negotiating Body (INB), established in December 2021, underscores this commitment. The INB is tasked with concluding negotiations on the Pandemic Agreement by the 2025 World Health Assembly—or sooner, potentially during a special session in 2024. Ms Precious Matsoso of South Africa, co-chairing both the Pandemic Accord INB and the Drafting Group on the INB and IHR agenda items at the WHA, highlighted the unanimous consensus among member states on the necessity of a new instrument to combat pandemics more effectively.
Dr Tedros Adhanom Ghebreyesus, Director-General of WHO, remarked on the historic nature of these decisions. He emphasized that the updated IHR and the forthcoming Pandemic Agreement are critical to enhancing national and international capacities for disease surveillance, information sharing, and coordinated responses. He underscored the importance of equity and collective action in preparing for health threats that transcend national borders.
Dr Tedros further noted the urgency and strong desire among countries to finalize the Pandemic Agreement within the next year, indicating a global recognition of the inevitability of future pandemics. He asserted that the strengthened IHR, coupled with the eventual Pandemic Agreement, will provide a solid foundation for preventing the profound impacts on health, society, and economies witnessed during the COVID-19 pandemic.
This dual approach, enhancing the IHR while simultaneously pushing forward with a new Pandemic Agreement, represents a strategic effort to create a more resilient global health infrastructure. By committing to these initiatives, member countries of the World Health Assembly are taking significant strides towards safeguarding the health and safety of populations worldwide against the backdrop of ever-present risks of outbreaks and pandemics.
