Operation Recall: A United Effort By UK Police And Charities To Shield Livestock
This Easter, spanning from the 27th of March to the 3rd of April, police forces across the nation are gearing up for a significant initiative known as Operation Recall. This week of action is dedicated to enhancing public awareness about keeping family pets and livestock secure. A series of events, including the deployment of police drones in critical areas, educational talks at schools, and a major Easter event at a country park in Cheshire, are on the agenda.
Operation Recall was initiated last year through a collaborative effort between national animal welfare charities such as Naturewatch Foundation and the RSPCA, alongside police and the National Rural Crime Unit (NRCU). Cheshire Police were instrumental in launching this project, which has led to the creation of an impactful video now integrated into the mandatory caution system. This video aims to educate offenders on the severe consequences of their actions, especially if they bypass court appearances.

The urgency of Operation Recall is underscored by recent tragic incidents, including a devastating attack in Devon where 43 sheep were killed and more injured. The National Farmers’ Union Mutual (NFU Mutual) Rural Crime Report 2023 highlights a worrying 50% rise in costs linked to dog attacks on livestock since 2019, coinciding with a surge in dog ownership post-Covid-19 lockdowns.
PC Jim Clark from Cheshire Police emphasized the goal of Operation Recall's week of action to mitigate such incidents and ensure the safety of both livestock and dogs. The initiative seeks to educate and enforce regulations in high footfall areas across the countryside.
Kate Salmon, leading Operation Recall for Naturewatch Foundation, stressed the devastating impact these attacks have on all animals involved. She highlighted the importance of awareness and self-responsibility among dog owners to prevent such occurrences. Naturewatch Foundation has launched a public pledge offering simple prevention tips for responsible dog ownership.
The RSPCA advises keeping dogs on leads around livestock to prevent accidents. Geoff Edmond, their national wildlife lead, echoed this sentiment, urging public support for Operation Recall to stop unnecessary incidents.
PC Jim Clark further clarified that Operation Recall aims not to deter countryside visits but to promote respectful coexistence with livestock areas. The campaign's primary advice is maintaining dogs on leads as the safest measure for protecting both pets and livestock.
