Fragrance Creators Call On Congress For Funds To Modernize Cosmetic Regulations
The Fragrance Creators Association (FCA) has called on Congress to allocate at least $8 million to support the Food and Drug Administration’s (FDA) implementation of the Modernization of Cosmetics Regulation Act (MoCRA) in fiscal year 2025 (FY25). Farah K. Ahmed, President and CEO of FCA, emphasized the importance of this funding for the success of MoCRA.
Ahmed stated, "MoCRA ushered in a new era in cosmetics regulations but its success hinges on adequate funding." She highlighted that sufficient funding is crucial for the FDA to implement MoCRA effectively, ensuring safety, innovation, and consumer confidence in cosmetic products.

Fragrance plays a vital role in cosmetics and personal care products. These products not only nurture skin health and hygiene but also empower self-expression and boost confidence. Ahmed noted that responsible fragrance industry innovation is essential for advancing environmental sustainability.
FCA's Advocacy Efforts
To support this initiative, FCA submitted letters to Congress urging prioritization of sound science, safety, and innovation. The association stressed the need for at least $8 million in funding for FY25 to ensure the effective implementation of MoCRA.
