EU Set To Approve New Regulations For Ethical Artificial Intelligence Use

European Union ministers are poised to grant the final nod to a set of more stringent regulations governing artificial intelligence (AI) in Brussels on Tuesday, as reported by the German news agency DPA. This significant legislative move is designed to bolster the safety and reliability of AI usage across the European Union (EU), reflecting a proposal initially put forward by the European Commission in 2021.

Negotiators from the European Parliament and member countries of the EU reached a consensus on these AI regulations in December, following extensive discussions. The essence of these regulations is to ensure AI systems are transparent, understandable, non-discriminatory, and environmentally sustainable. A critical stipulation within these guidelines is the requirement for AI systems to be overseen by humans rather than being left solely to other technological processes.

In a bid to mitigate potential risks, AI systems will be classified into various risk categories. The level of scrutiny and the stringency of requirements will escalate in proportion to the potential risks associated with an AI application. Notably, AI systems deemed to present particularly high risks, especially those deployed within critical infrastructures and sectors such as education and healthcare, will be subjected to rigorous standards.

The new framework also outlines a prohibition on certain AI applications that contravene EU values, including the contentious issue of "social scoring" — the evaluation of individuals' social behaviour. Additionally, the use of AI for emotion recognition within workplaces and educational settings will be explicitly banned across the EU. The overarching ambition behind these pioneering rules is to set a benchmark that could inspire similar regulatory frameworks globally.

These developments signal a decisive step by the EU in establishing a regulatory environment that not only safeguards its citizens but also promotes ethical standards in the development and application of AI technologies. By imposing these regulations, the EU aims to lead by example, encouraging other international legal systems to adopt comparable measures that reinforce the ethical use of AI, ensuring it contributes positively to society while mitigating associated risks.
