Montenegro Launches Initiative For Digital And Inclusive Educational Transformation
The initiative "Digital, inclusive, and transformative: Quality education for Montenegro" was officially commenced on 8 March 2024, marking a significant step towards reforming the educational landscape in Montenegro. This project seeks to address the critical challenges faced by the education system, including limited access to education for children and adolescents, especially in the northern regions, and the inadequacy of school infrastructure. The COVID-19 pandemic has further spotlighted the urgent need for digital skills among teachers and robust mechanisms to ensure continuity of learning during school closures.
At the heart of this initiative is a collaboration between the Ministry of Education, Science and Innovation of Montenegro, UNESCO, UNICEF, and ILO. Supported financially by the Montenegro Acceleration Fund, this two-year project is designed to fortify the educational framework by embedding digital tools and capabilities into teaching methodologies. A notable aspect of the project is its focus on involving children and adolescents in the creation of digital programs and solutions tailored to their needs and preferences.

The project's strategy includes the development of digital content, training for teachers and ICT coordinators, the establishment of EdTech hubs, and the organization of digital summer camps. It targets implementation in 12 schools across six municipalities in North Montenegro, aiming to benefit over 6,000 children and 300 educators and ICT coordinators.
UNESCO's Regional Bureau for Science and Europe will play a pivotal role alongside the Ministry of Education in enhancing teachers' digital competencies. This includes integrating media and information literacy into formal education systems and creating digital content aimed at preventing online violence. Anđela Jakšić-Stojanović, Montenegrin Minister, underscored the project's commitment to cultivating environments within schools that nurture digital competencies in line with educational goals.
The launch event saw participation from various stakeholders within Montenegro, including representatives from the Ministry of Education, Science and Innovation, as well as associations representing youth and minority groups. The consensus among participants was clear: there is a pressing need to bridge digital and learning gaps faced by marginalized groups. The transformative potential of technology in education was acknowledged, along with the necessity for resilience and adaptability in ensuring equitable and quality learning opportunities for every student.
By championing digital transformation and inclusivity, this ambitious project aims not only to address existing shortcomings within Montenegro's education system but also to equip children and adolescents with essential digital skills. In doing so, it endeavors to enhance the overall capabilities of the educational framework to meet contemporary needs and expectations.
