The World Governments Summit 2026 opens its three-day agenda on Tuesday under the theme ‘Shaping Future Governments’, with organisers expecting the largest participation since its launch. The gathering brings together heads of state, ministers, global executives and experts to discuss policy responses to fast-changing global conditions and ways to prepare government systems for emerging challenges.

Advance sessions on the preliminary day are already setting the tone for the wider programme, with leaders and specialists exchanging views on fiscal policy, labour markets, youth priorities, artificial intelligence and investment flows. These discussions aim to provide practical ideas that governments can adapt, while also aligning with long-term development goals in different regions.

The World Governments Summit 2026 hosts more than 60 heads of state and government and their deputies, alongside over 500 ministers. Delegations represent more than 150 governments. The programme also attracts more than 80 international and regional organisations and global institutions, together with over 700 chief executives from major companies, bringing total attendance above 6,250 participants.

During the preliminary day, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, toured several government pavilions. Briefings highlighted new projects and digital solutions designed to improve public-sector efficiency, accelerate growth in vital development sectors, and support sustainable prosperity through better use of technology and data.

His Highness was accompanied by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of The Executive Council of Dubai, and H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, during the tour of exhibition areas and government showcases.

Also present were H.H. Sheikh Mohammed bin Rashid bin Mohammed bin Rashid Al Maktoum; Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs and Chairman of the World Governments Summit Organisation, together with a group of ministers and senior officials. The delegation reviewed how the initiatives on display can support global policy dialogue and translate into scalable models for other governments.

H.H. Sheikh Mohammed stressed that the Summit now serves as a leading global platform for designing proactive public policies and shaping future directions, enabling governments to react with agility and effectiveness to worldwide shifts. Discussions aim to convert complex challenges into opportunities that can support economic growth, social stability and sustainable development across different regions.

His Highness said: "Government innovation remains the most effective path to meeting people’s aspirations. The UAE has succeeded in building a resilient model of governance grounded in high-impact solutions to global challenges, placing creative thinking at the core of national strategies to ensure sustainable development and excellence across key sectors."

The preliminary day agenda features multiple high-level forums and closed-door ministerial sessions, including the Arab Fiscal Forum, the Arab Young Leaders Meeting, the Arab Youth Leaders Forum, the Kuwait–UAE Economic Forum, and the Latin America and Caribbean Investment Forum. Each platform examines specific regional issues, with an emphasis on economic resilience, youth engagement and cross-border cooperation.

Several focused meetings and dialogues are also held, such as the Ministerial Meeting of Arab Youth Ministers, the GCC Labour Ministers’ Meeting, the Accelerating 5X AI Transformation Dialogue, the CEO Dialogue, and the Artificial Intelligence Council Dialogue organised by the Indian Institute of Technology. These sessions explore labour dynamics, AI governance, corporate leadership roles and innovation priorities for the coming years.

Within the Latin America and Caribbean Investment Forum, additional events include the New Era of Family Capital Majlis and the Frontier Sectors Driving Global South Growth Council. Broad participation from heads of state, senior officials, international organisation leaders, experts and executives underlines the Summit’s role as a central meeting point for shaping future-ready government models and international cooperation frameworks.
