UAE Showcases Sustainable Vision For Human Development And Labour Market Agility At International Labour Conference
The United Arab Emirates participated in the 113th International Labour Conference in Geneva, Switzerland. The event highlighted the UAE's innovative economic strategies and sustainable human development vision. Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation, delivered a keynote address emphasising the UAE's commitment to a balanced labour market. The conference continues until 13 June 2025, with representatives from ILO member states discussing labour issues.
Dr. Al Awar noted that the UAE has embraced an economic diversification model, with non-oil sectors contributing 74% to its GDP by the end of last year. The World Bank predicts a GDP growth of over 4% this year. This approach focuses on partnerships, flexibility, and fostering innovation while investing in human capital and technological advancements in the labour market.

The UAE's efforts in human development have been recognised globally. It ranked in the 'Very High Human Development' category in the 2025 Human Development Index Report by the United Nations Development Programme (UNDP). The country secured first place regionally for two consecutive years and ranked 15th globally among 193 countries.
Dr. Al Awar stated that these achievements reflect the UAE's comprehensive development vision prioritising people through integrated systems supporting health, education, and living standards. This positions the UAE as a global model for sustainability and human capital empowerment.
The UAE has acknowledged structural changes in the labour market and adapted accordingly. Dr. Al Awar highlighted initiatives like the Workers Protection Programme, Unemployment Insurance Scheme, Savings Scheme, Wage Protection System, and Health Insurance System to safeguard workers' rights while balancing employers' interests.
"The Report of the International Labour Organisation (ILO) Director-General being discussed at this year’s Conference presents a comprehensive vision that resonates with the UAE’s approach to developing a balanced and agile labour market that places people at the core of its priorities," he said in his address.
Growth in Labour Market
The UAE's labour market saw significant growth with a 17% increase in new private sector companies and over 12% rise in workforce by end of 2024. Skilled professionals increased by over 13%, with more than half being young individuals. Women's participation also grew by around 21%, reflecting progressive policies.
This growth is attributed to modern regulatory frameworks enabling top global ranks in nine competitiveness indicators for employment rate, talent attraction, and labour market flexibility in 2024.
International Labour Conference Goals
The International Labour Conference aims to enhance understanding of fundamental labour challenges while promoting social justice and equality for sustainable economic progress. It highlights integration within the 'Development Triangle', which includes employment, rights, and growth as essential elements for creating decent jobs and respecting labour rights.
Challenges such as technological advancements, demographic changes, climate change, and trade dynamics are examined for sustainable responses. "According to the report, the UAE recorded the third-highest net global inflow of talent specialising in artificial intelligence via LinkedIn in 2023," Dr. Al Awar revealed.
The UAE delegation included Shayma Alawadhi from MoHRE; Hind bint Suleiman from ALO; Counsellor Zayed Al Shamsi; ministry officials; business leaders; and civil organisation representatives from across the nation.
