UAE Shares Government Modernisation Successes With Rwanda In New Partnership
The Government Experience Exchange Office in the Ministry of Cabinet Affairs of the United Arab Emirates recently hosted a significant delegation from the Government of the Republic of Rwanda. This visit underscores a pivotal moment in the collaboration between the two nations, focusing on the exchange of successful government practices. The delegation, led by Yves Iradukunda, Permanent Secretary of the Ministry of Information Communication Technology and Innovation, included high-ranking officials from various Rwandan government sectors. Their mission was to glean insights from the UAE's federal and local best practices to bolster Rwanda's government development and modernisation efforts.
Abdulla Nasser Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Experience Exchange, highlighted the UAE's commitment to establishing robust global partnerships through knowledge sharing. This initiative aligns with the UAE leadership's vision to foster international cooperation in government modernisation, aiming to enhance overall societal wellbeing. The visit facilitated a deep dive into the UAE's advanced models in various fields, setting a foundation for expanded cooperation between the two countries.

During their stay, the Rwandan delegation engaged in workshops and meetings focused on government modernisation—a cornerstone of the strategic partnership between the UAE and Rwanda. These interactions provided valuable insights into the UAE's strategies in competitiveness, statistics, and government capacity building. Notably, the delegation explored the pioneering work of the Dubai Future Foundation.
The visit also included briefings on the UAE's innovative approaches to government accelerators, service development, strategy design, innovation promotion, and performance evaluation systems. Field visits were organised to several key institutions including the UAE Government Media Office, service centres, Noor Dubai Foundation, Digital School, Cognitive, Artificial Intelligence and Robotics Laboratory (CAIR), and Mohammed bin Rashid Library (MBRL).
A landmark partnership agreement was signed at the World Governments Summit 2023, witnessed by H.H. Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior of the UAE, and Édouard Ngirente, Prime Minister of Rwanda. This agreement aims to share successful experiences and best practices in future government work and corporate excellence between both nations. The partnership encompasses six main pillars: Leadership and capacity building, government services, coding, competitiveness and statistics, government accelerators, and government performance.
This collaboration between the UAE and Rwanda serves as a testament to both countries' dedication to leveraging international knowledge exchange for government modernisation. By sharing successful experiences and best practices in various fields of governance, this partnership is poised to drive significant advancements in public service delivery and governmental innovation for both nations.
