UAE Parks As Investment Platforms For SMEs And Green Growth

The UAE is turning public parks and green spaces into key platforms for sustainability, investment, and tourism. Across Abu Dhabi, Dubai, Hatta, and other emirates, new projects attract visitors, support small and medium enterprises, and strengthen local economies while also improving liveability and environmental performance in rapidly growing urban areas.

National plans expand tree cover, urban greenery, and high-standard parks while relying on advanced irrigation systems to reduce water use. Designs reflect Emirati heritage and local identity, creating spaces that balance cultural expression, environmental goals, and attractive leisure facilities. These developments support the green economy and cover city, beachfront, desert, safari, and water park formats.

UAE Parks Open Investment Platforms

Parks and recreational spaces now serve as active investment zones, not just leisure destinations. They host diverse commercial services, organised activities, and entertainment options that draw residents, tourists, and visitors. This ecosystem encourages small and medium enterprises, supports entrepreneurship, and stimulates tourism spending, helping to energise surrounding neighbourhoods and strengthen non-oil economic activity.

Public authorities allocate commercial areas inside parks, including restaurants, cafés, kiosks, and event platforms. These steps encourage public-private partnerships and create space for citizen-focused investment programmes. Alongside landscaping and design contracts, secondary opportunities arise in maintenance, event management, and support services, all contributing to higher quality of life and stronger investor interest in nearby districts.

Natural parks have become hubs where community needs intersect with environmentally responsible business. Projects include food and beverage outlets, cycling tracks, sports facilities, mountain and desert lodges, and agricultural tourism that encourages awareness of sustainability. These ventures help create jobs and expand cooperation between government entities and private operators across multiple sectors linked to park activities.

The national tourism initiative World’s Coolest Winter underscores this shift in purpose. Its current edition runs under the slogan "our winter is entrepreneurial," emphasising how park destinations host and nurture emerging projects. The campaign highlights the role of such spaces in attracting visitors and giving new businesses direct access to diverse customer groups in an outdoor setting.

Abu Dhabi has been particularly active in turning public parks into community and investment platforms. Regular festivals in major parks encourage small and medium-sized business owners to participate through kiosks, markets, and events. These activities add services for park users while opening new commercial channels for Emirati entrepreneurs and other local operators.

In 2023, Abu Dhabi City Municipality launched the first phase of the community market initiative "Bastat Al Freej." The project aims to create a sustainable recreational and service-focused environment, bring community facilities to life, and provide suitable spaces for commercial and entertainment activities. The initial phase took place at Family Park 1 and Rabdan Park.

The initiative continued last year at the formal park along Abu Dhabi Corniche, with a market concept centred on family-friendly services. Facilities included 20 kiosks serving varied food and drinks, food trucks, digital display screens, electric play areas, an electric train, and mini cars. These offerings targeted visitors of all ages and helped position the venue as a weekend and evening destination.

The community market also gives a platform to local farmers and entrepreneurs. Shoppers can access premium fresh agricultural produce in one place, including fruits, vegetables, dairy items, honey, dates, herbs, and other distinct local products. The concept combines a conventional market experience with emphasis on organic and farm-sourced goods from within the UAE.

Umm Al Emarat Park has built a strong track record in this field through the Garden Market, now running for four consecutive years. Around 90 percent of participants are small and medium-sized enterprises, reflecting the park’s role in supporting local business ecosystems. The market maintains strong public interest with offerings aligned to changing visitor tastes and environmental awareness.

The latest Garden Market season saw 164 exhibitors providing handcrafted items and varied food options through retail stalls. Organisers distributed more than 7,000 free gifts and held 510 entertainment and educational activities for children and families, representing a 59 percent increase compared with the previous year. These figures underline the scale of engagement generated by park-based initiatives.

Products on sale at the market range from handmade pieces, clothing, cosmetics, perfumes, incense, flowers, and artworks to food products and traditional crafts. Family entertainment, creative workshops for children, and awareness sessions accompany these stalls. The market also promotes healthier lifestyles by offering organic items, locally grown vegetables, preservative-free foods, and eco-friendly handicrafts.

Beyond regular markets, Umm Al Emarat Park hosts major regional and international-style events. These include the Forbes 30 Under 30 Summit, The Rig, Miami Vibes, and The Cove House, which blend live shows, creative installations, and diverse culinary options. For example, The Rig brought together more than 100 selected retail brands, restaurants, and entertainment outlets for visitors.

The Rig event featured dedicated zones, including a food and beverage area with food trucks, kiosks, seating spaces, entertainment performances, and games. Another zone focused on fashion and retail, showcasing apparel, perfumes, and jewellery in an upscale environment. Such events position the park as a cultural and commercial destination as well as a green retreat.

Visitor numbers reflect this growing role. During the 2024–2025 season, Umm Al Emarat Park recorded its highest attendance since opening. Between October 2024 and April 2025, the park welcomed 400,000 visitors from more than 90 nationalities, confirming its status as both a community hub and an attractive site for businesses targeting diverse audiences.

Investment in UAE parks through Dubai and Hatta projects

Dubai is advancing large-scale investment in parks and recreational spaces through a landscaping and parks strategy approved by the Executive Council last year. The plan has a budget of AED 18.3 billion and includes more than 800 projects. It focuses on new parks, upgrades to existing sites, open spaces, road corridors, and technology-based initiatives that enhance park management.

In January 2023, the Higher Committee for Development and Citizens Affairs introduced the "Investment Opportunities" initiative and the Unified Investment Platform for citizens. The programme targets 500 investment opportunities in Dubai neighbourhoods and districts, allowing small and medium-sized Emirati businesses to market and sell home-based products through park-linked and community locations.

These opportunities span retail units, seasonal cafés, horse and camel riding activities, and electric vehicle rental services. Seasonal markets such as the Farmers’ Market and Souq Al Fareej provide kiosks for retail, handicrafts, clothing, textiles, honey, dates, restaurants, and light food concepts. Open areas are also assigned for sports activities, including football and basketball courts and other leisure projects.

In 2025, the Higher Supervisory Committee for the Development of the Hatta Region announced 14 new commercial and investment opportunities under a project implemented through Dubai Municipality. The initiative seeks to stimulate commercial movement, support national and local projects, and expand investment prospects for Hatta residents, enhancing the area’s standing as a tourism destination with global reach.

The Hatta opportunities include four restaurants, four retail outlets, and six food and beverage units with a total area of 750 square metres. Plans cover fast food, Emirati, Arabic, Western, and traditional cuisines, in addition to specialised local cafés and outlets selling equipment and souvenirs. The programme prioritises sustainable development and projects that deliver direct social and economic benefits to citizens.

Across other emirates, small and medium-sized enterprises also benefit from operating inside parks and recreational zones, each location offering different advantages to visitors seeking services, dining, and leisure. Festivals and events organised in these spaces create additional channels for entrepreneurs to enter the market, test concepts, and lay foundations for long-term business expansion linked to park-based demand.

Collectively, these strategies show how the UAE is using parks and green spaces to meet environmental goals while supporting tourism, entrepreneurship, and job creation. By aligning public investment, municipal initiatives, and private-sector participation, park projects are strengthening local economies, improving daily life for residents, and reinforcing the country’s wider sustainability and development agenda.
