UAE Health Ministry Defines Permissible Abortion Cases And Procedures
The Ministry of Health and Prevention (MOHAP) has outlined the permissible cases for abortion in the UAE, focusing on preserving the pregnant woman's life and ensuring her safety. New regulations have been introduced to define and regulate these cases, enhancing oversight of healthcare facilities operating in the country.
According to MOHAP, decisions on abortion requests will be made by a dedicated committee within each health authority. This committee will be formed by a decision from MOHAP or the head of the emirate’s health authority. It will include three doctors: an obstetrics and gynecology specialist, a psychiatry specialist, and a representative from the Public Prosecution.

The committee is also allowed to consult third-party experts when necessary. This ensures that all decisions are made with comprehensive medical and legal expertise.
Abortion is permissible if continuing the pregnancy endangers the pregnant woman's life and no alternative methods can save her. Additionally, if severe fetal deformation is proven and will affect the newborn's health and life, an abortion may be conducted. This must be supported by a medical report from a specialised medical committee.
Other cases for permissible abortion have been defined, provided the gestational period does not exceed 120 days at the time of the procedure.
Regulations for Healthcare Facilities
The abortion procedure must be performed in a healthcare facility licensed by the competent health authority. It should be carried out by a specialist obstetrician-gynecologist licensed to practice in the UAE. The procedure must also be free of any medical complications that could put the pregnant woman's life at high risk.
Healthcare authorities are required to develop policies detailing the responsibilities and obligations of healthcare facilities and medical staff involved in abortion procedures. These policies should also outline the rights and responsibilities of the pregnant woman undergoing the procedure and provide necessary healthcare requirements before and after the abortion.
Privacy and Confidentiality
The new regulations mandate that healthcare facilities maintain the privacy and confidentiality of personal data for women undergoing abortions. This is crucial for ensuring trust and compliance with ethical standards.
Monitoring and Supervision
Health authorities are responsible for monitoring and supervising healthcare facilities licensed to perform abortions. They must evaluate these facilities' compliance with the new regulations to ensure that all procedures are conducted safely and ethically.
This comprehensive approach aims to safeguard women's health while maintaining strict oversight of medical practices related to abortion in the UAE.
