UAE Leads Global Initiatives In Emergency Management And Community Preparedness At WCEMS 2025

The World Crisis and Emergency Management Summit (WCEMS) 2025 recently concluded at the Abu Dhabi National Exhibition Centre. It underscored a global agreement on the urgency to enhance emergency response systems. Organised by the National Emergency Crisis and Disaster Management Authority (NCEMA), the summit was held under the theme "Together Towards Building Global Resilience" with wide international participation.

Ali Saeed Al Neyadi, Chairman of NCEMA, highlighted the UAE's role as a global leader in crisis management. He stated, "This summit, through its high-level global participation and actionable recommendations, has reaffirmed that the response to complex global risks is not a national responsibility alone, but a collective one. It requires building bridges of cooperation, strengthening institutional capabilities, and investing in future-focused tools. Resilience is not limited to security or technology; it also includes investing in people, embracing flexible policies, and cultivating a culture of proactive and professional crisis engagement."

UAE Champions Emergency Management at WCEMS 2025

Day two featured speeches from Vadim Sinyavsky of Belarus and Li De Wu from China's Ministry of Emergency Management. They addressed strategic ambiguity and national resilience. Hamad Saif Al Kaabi from NCEMA emphasised strategic thinking amid global volatility. Anton Andreevich Gerasimov from Russia discussed international cooperation for crisis response.

Sessions explored AI-driven crisis communications led by Filip Bormans and advanced data solutions presented by Martin Yates from Presight. The "Adaptive Economy: New Models for Financial Resilience" theme focused on economic recovery during crises. Loretta Hieber Girardet from the United Nations spoke on risk-conscious investment.

The summit produced five key recommendations: Strengthening international cooperation through unified protocols; empowering communities with preparedness programmes; leveraging AI for early warnings; enhancing crisis leadership with adaptive models; and building economic resilience with risk-aware policies.

Mariam Yaed Al Qubaisi, WCEMS 2025 spokesperson, noted that the summit reflects UAE's commitment to global collaboration. She announced the release of the WCEMS 2025 Final Report as a roadmap for future strategies. "This report is a powerful reminder of our collective responsibility to shape a safer world," she added.

Memorandums of Understanding

Several MoUs were signed during the summit to boost cooperation in crisis management. NCEMA partnered with PureHealth Group to enhance medical emergency response using digital solutions. Another agreement with Abu Dhabi School of Management focuses on academic programmes and research in emergency management.

NCEMA also signed an MoU with Kyrgyzstan's Ministry of Emergency Situations to exchange expertise in disaster risk reduction. This includes scientific research cooperation, technical support, volunteer expansion, and joint efforts in disaster mitigation.

Al Neyadi concluded by stressing that preparedness is built during stable times. He affirmed NCEMA's commitment to developing an integrated readiness system for community safety and sustainable development.
