UAE, India And Sri Lanka Partner To Develop Regional Energy Hub In Trincomalee

In a landmark move to bolster the energy sector of Sri Lanka and enhance regional energy security, the United Arab Emirates, India, and Sri Lanka have come together under a memorandum of understanding (MoU).

This trilateral agreement aims to transform Trincomalee, a strategic location in Sri Lanka, into a pivotal energy hub. The MoU was officially endorsed by Khaled Nasser AlAmeri, the UAE's Ambassador to Sri Lanka; Santosh Jha, the High Commissioner of India to Sri Lanka, and Prof. KTM Udayanga Hemapala, Secretary of Sri Lanka's Ministry of Energy.

This collaborative endeavour outlines a comprehensive framework for a series of infrastructure and energy projects within Trincomalee. These include the modernisation and expansion of the Trincomalee Tank Farm, initiatives to supply bunker fuel, and the prospective establishment of a new oil refinery.

To bring this refinery project to fruition, the UAE's Abu Dhabi Ports Group PJSC (AD Ports), India's Indian Oil Corporation Limited (IOCL), and Sri Lanka's Ceylon Petroleum Corporation (CPC) have been appointed as the authorized agencies. They are tasked with forming a Joint Venture Company that will manage the project's realization. Furthermore, the agreement envisions the construction of a petroleum pipeline that will run both ways between India and Sri Lanka, aiming to bolster regional logistics and ensure fuel security.

Mohamed Hassan Alsuwaidi, UAE's Minister of Investment, emphasized the significance of this MoU in his statement, "This MoU exemplifies the UAE's commitment to strategic regional partnerships that promote diplomacy, long-term economic resilience and sustainable infrastructure development. Together with our partners in India and Sri Lanka, we aim to unlock the full potential of Trincomalee as a key energy and logistics gateway for South Asia."

Echoing this perspective, Vikram Misri, India's Foreign Secretary, highlighted the strategic nature of this initiative, stating, "A significant initiative that imparts a truly strategic character to the India-UAE relationship and is geared towards strengthening their partnership with Sri Lanka." This agreement not only cements the cooperative relationship between the UAE and India but also extends this partnership to include Sri Lanka, thereby creating a robust tri-nation alliance focused on energy development and security.

By entering into this trilateral agreement, the UAE reaffirms its broader commitment to engaging with international partners to facilitate strategic collaborations. These efforts are aimed at driving resilient, long-term prosperity and development across regions. Through its contribution to regional infrastructure and energy connectivity, the UAE positions itself as a key player in fostering impactful partnerships that promote economic stability and collective progress.
