UAE Government Modernisation Influences Dominican Republic Public Sector Reform

A senior delegation from the Dominican Republic visited the UAE Government to study administration models and policies. The programme, led by the Government Experience Exchange Office at the Ministry of Cabinet Affairs, aimed to review best practices and strengthen an existing strategic partnership on government development between the two countries.

This visit followed a bilateral agreement on government modernisation that the UAE and the Dominican Republic launched during the Government Experience Exchange Forum in June. The partnership created a platform for leadership-level cooperation, aligned with UAE directives to deepen international links through knowledge exchange in public sector work.

UAE modernisation aids Dominican reform

Discussions during the visit focused on key sectors, including education systems, government development and modernisation, competitiveness, economic policy, and tourism. The delegation also reviewed approaches to artificial intelligence, government legislation and policies, digital transformation, and management of customs and ports, with attention to how these areas support service quality and institutional performance.

Meetings and field visits were organised with several UAE Government entities to translate these themes into practice. Delegates engaged with federal and local bodies that oversee policy design, data, trade, education, and digital services, gaining insight into operating models, governance structures, and tools used to support national priorities and community wellbeing.

Abdulla Nasser Lootah, Assistant Minister of Cabinet Affairs for Competitiveness and Experience Exchange, stated that the partnership shows strong links between the two governments. Lootah highlighted the UAE Government’s commitment to sharing successful models with Latin America and the Caribbean to support institutional performance, community wellbeing, and readiness for future challenges.

The Dominican Republic delegation included Martín Francos, Vice Minister of Planning and Public Investment; Alan Jiménez, Deputy Minister of Public Service; Luis Madera Sued, Vice Minister of Planning and Public Investment; and officials Summy Nathalie Rojas, Laura del Castillo, Rafael Jesús, Pedro Pablo Castro, Giselle German, Ondina Marte, and Desoaris D'Aza. Their visit underlined the ongoing cooperation framework on government development between the UAE and the Dominican Republic.
