UAE Maintains Global Leadership In Digital Transformation And Telecommunications Infrastructure

The UAE is solidifying its position as a leader in digital transformation globally. This progress is driven by strategic national policies and a vision that prioritises digital innovation for sustainable development and economic competitiveness. Both public and private sectors are adopting people-centric approaches, recognising individuals as key players in this transformation. International reports consistently highlight the UAE's rapid advancements and top rankings in global indices, underscoring its leadership in modern technology.

According to the United Nations E-Government Survey 2024, the UAE achieved a perfect score in the Telecommunications Infrastructure Index, ranking first worldwide. This accomplishment highlights the extensive reach and efficiency of the country's digital networks, showcasing the maturity of its digital infrastructure. The Speedtest Global Index by Ookla also confirmed the UAE's top position for mobile internet speed from July 2024 to June 2025, with an impressive average download speed of 546.14 Mbps recorded in June.

UAE Leads in Digital Transformation Efforts

In 2024, the UAE Government marked a significant achievement by completing 173.7 million digital government transactions. Over 57 million beneficiaries accessed 1,419 digital government services, achieving a satisfaction rate of 91 percent. Meanwhile, UAE cities excelled in the IMD Smart City Index 2025, with Dubai ranking fourth globally and first in the Arab world, while Abu Dhabi secured fifth place worldwide. These rankings reflect advancements in digital services and smart infrastructure.

The UAE leads the region in AI readiness according to Oxford Insights' Government AI Readiness Index 2024, which assessed 193 countries. The index evaluated government efficiency, technology sector development, data availability, and infrastructure — areas where the UAE continues to advance confidently. The Interregional Centre for Strategic Analysis in Abu Dhabi noted that targeted investments support the UAE's regional leadership in artificial intelligence sectors.

Experts told Emirates News Agency (WAM) that the UAE has not only played a leading role in digital transformation but has also become a global model for comprehensive innovation. Rasha Abdo from Infobip highlighted initiatives like Dubai Government’s 360 Services policy aimed at delivering integrated people-centred services. She emphasised that topping the Telecommunications Infrastructure Index reflects strong digital networks and sets new standards for service delivery across sectors.

Amjad Al Sabbagh from Sprinklr noted that the maturity of the UAE’s digital ecosystem extends beyond technology adoption to creating personalised experiences. He stressed that designing services with a human dimension is crucial for economic growth. Al Sabbagh pointed out that doubling the digital economy’s GDP contribution by 2030 aligns with projections that AI will contribute US$100 billion to GDP, supporting economic diversification.

The UAE's transformative framework serves as a model for providing people-first digital services supported by AI at governmental levels. This approach sets benchmarks across various sectors like banking, retail, and healthcare services. As such initiatives continue to unfold, they reinforce the country's commitment to innovation and sustainable development within both public and private domains.
