GCAA Strategic Civil Aviation Retreat Aligns UAE Vision 2031 For Aviation Advancement
The General Civil Aviation Authority hosted the Strategic Civil Aviation Retreat at the Etihad Museum in Dubai under the theme "Leading the Future of Aviation". The gathering ended with agreement on a package of joint initiatives, which participants plan to refine and execute in the coming phase to support the UAE’s role as a major global civil aviation hub.
The retreat brought together more than 70 senior leaders and specialists from across the civil aviation ecosystem. Discussions looked at regulation, technology, human capital, and industry collaboration, linking these areas to long-term national visions and international standards, while keeping attention on practical steps that can guide the sector’s next stage of development.

Attendees included Saif Mohammed Al Suwaidi, Director-General of the GCAA, who led the sessions. Participants also included Eng. Salem Butti Salem Al Qubaisi, Director-General of the UAE Space Agency, and Mohammed Abdulla Lengawi, Director-General of the Dubai Civil Aviation Authority, alongside representatives from airlines, airports, and aviation-related organisations across the country.
Key airport and aerospace stakeholders joined the Strategic Civil Aviation Retreat to reflect sector-wide priorities. These included Ali Salem Al Midfa, Chairman of the Sharjah International Airport Authority; Tahnoon Saif, CEO of Mohammed Bin Rashid Aerospace Hub; and Sara Al Memari, Acting CEO of Strata Manufacturing. The retreat also hosted Ahmed Safa from Emirates Group, Dr. Abdelrahman Bin Taliah from Air Arabia, and senior leaders from Etihad Airways and flydubai.
Eng. Yousuf Hashim Al Azizi, Assistant Director-General for Strategy and International Affairs at the GCAA, delivered a detailed strategic presentation. The presentation explained how sector plans align with UAE Vision 2031, the UAE Centennial 2071, and national development priorities. It also linked policies to ICAO regulations and emerging global trends across safety, technology, sustainability, and market competitiveness.
Al Azizi said the Strategic Civil Aviation Retreat is designed to move beyond discussion and create actionable programmes. The strategic pillars he outlined focused on competitiveness, innovation, sustainable growth, and national talent. He highlighted that initiatives should produce clear outcomes, strengthen the civil aviation sector’s position internationally, and support the UAE’s broader economic and development goals.

Strategic Civil Aviation Retreat and civil aviation sector growth
Three core workshops structured the Strategic Civil Aviation Retreat agenda around priority themes for the civil aviation sector. Saif Mohammed Al Suwaidi led the "Sustainable Economic Growth" stream. Omar bin Ghalib, Deputy Director-General of the GCAA, chaired the "Talent Enablement and Human Capital" workshop, while Ahmed Khalifa Al Houqani, Chief AI Officer at the GCAA, guided "Digital Transformation and Innovation".
During his opening address, Al Suwaidi highlighted the aviation sector’s contribution to economic and development activity in the UAE. Al Suwaidi explained that civil aviation supports not only air transport, but also industrial growth, skills development, advanced technologies, and innovation. Al Suwaidi added that maintaining global recognition demands adaptive regulation, aligned with sector needs and strong strategic partnerships.
Al Suwaidi also stated that the UAE aviation sector has helped position the country as a recognised reference point for reliability and quality. Participants agreed that the initiatives emerging from the Strategic Civil Aviation Retreat should now be developed into detailed programmes, then implemented in coordination with partners, to reinforce the UAE’s standing as a leading international centre for civil aviation.
