UAE Federal Public Prosecution Initiates Regional Programme For CBRN Criminal Investigations

The UAE Federal Public Prosecution has initiated a regional programme focused on chemical, biological, radiological, and nuclear (CBRN) criminal investigations. This initiative is in collaboration with the European Union CBRN Centres of Excellence and the United Nations Interregional Crime and Justice Research Institute (UNICRI). The programme involves experts from various national, regional, and international backgrounds.

Chancellor Dr. Hamad Saif Al Shamsi, the UAE Attorney-General, attended the programme's launch at the UAE Federal Public Prosecution headquarters. Numerous officials and specialists from both within and outside the country were also present. The programme aims to enhance investigation capabilities for high-risk cases and prepare national institutions to manage radiological and nuclear crimes according to global standards.

UAE Launches CBRN Investigations Programme

The training is structured into five integrated phases: theoretical lectures, practical workshops, field simulations, mock court sessions, and a train-the-trainer module. Running from November 2025 to April 2026, it covers all aspects of CBRN criminal investigations—from detecting incidents to building cases, preparing prosecution files, and executing judicial processes.

Dr. Hamad Saif Al Shamsi highlighted that this initiative aligns with the UAE’s vision for advancing its criminal justice system. He stated that it strengthens national capabilities in handling complex crimes. "The UAE continues to invest in strengthening the capabilities of its judicial and security institutions," he said.

Sultan Ibrahim Abdullah Al Juwaid, Assistant Attorney-General, spoke at the opening ceremony about the importance of this programme. He emphasised its implementation in partnership with the EU CBRN Centres of Excellence Initiative and UNICRI. This collaboration underscores a strong relationship between the UAE and the European Union in enhancing security readiness.

Íñigo Febrel Benlloch from the EU Delegation to the UAE noted that this cooperation highlights the UAE's role as a key partner in developing regional CBRN-related capabilities. Talgat Tulbayev from UNICRI expressed pride in collaborating with the UAE on this project. "We are proud to cooperate with the UAE Public Prosecution on this pioneering project," he said.

This programme represents a strategic step towards consolidating readiness for CBRN cases through scientific methods aligned with UAE Vision 2031. It reflects a commitment to addressing emerging challenges in security and justice sectors effectively.
