UAE And Canada Collaborate On Groundbreaking Whitepaper For Nuclear Regulator Internal Audits
The Federal Authority for Nuclear Regulation (FANR) of the UAE and the Canadian Nuclear Safety Commission (CNSC) have introduced a pioneering whitepaper titled "Auditing Inspection Process—Nuclear Regulator." This launch took place during an event at the International Atomic Energy Agency (IAEA) headquarters in Vienna, Austria. The whitepaper is a significant step forward in internal audits within nuclear regulatory bodies.
The document underscores the crucial role of internal audits for nuclear regulators. It provides a detailed methodology for conducting technical audits on regulatory inspection processes, including those related to nuclear power plants and licensed materials. Additionally, it introduces an innovative framework with eight core elements to guide auditing inspection processes effectively.

This whitepaper is the result of collaboration by the International Internal Audit Collaboration Working Group (IIACWG), established by FANR and CNSC in 2020. The IIACWG aims to enhance global knowledge-sharing among internal audit functions within international nuclear regulatory bodies. Through numerous meetings, this group has advanced understanding of best practices in internal audits.
These collaborative efforts have facilitated valuable insights exchange and strengthened governance, internal controls, and risk management practices of both organisations involved. Christer Viktorsson, Director-General of FANR, stated: "Globally, there is an increasing demand for nuclear energy, which adds more responsibilities on the regulators. The whitepaper is innovative and reflects the importance of international collaboration amongst the various nuclear stakeholders."
The whitepaper will play a key role in enhancing regulators' roles to ensure governance, risk management, and operational efficiency. FANR has contributed significant insights to the IIACWG, including its comprehensive Anti-Fraud Framework and innovative Audit and Risk Methodology. This collaboration has allowed FANR to share expertise with its Canadian counterpart on audit topics.
Internal Audit Functions within nuclear regulatory bodies are essential for providing independent assurance to Boards and Management. They assess corporate governance effectiveness, risk management, compliance, and internal controls. Furthermore, they offer recommendations that promote continuous improvement, operational efficiency, ethical culture, and integrity.
The IIACWG's efforts have not only facilitated knowledge exchange but also strengthened overall governance practices between FANR and CNSC. By sharing expertise on audit topics, these organisations have fostered a rich exchange of knowledge that benefits both entities.
