TDRA Initiates ICT Regulatory Sandbox To Foster Technology Innovation In UAE
The Telecommunications and Digital Government Regulatory Authority (TDRA) has initiated the operational phase of the ICT Regulatory Sandbox. This initiative aims to ensure that new products and services introduced by companies in the industry receive appropriate legislative responses. The sandbox provides a controlled environment for testing emerging tech services and products in the ICT sector over a set period, allowing them to operate as if they were "approved."
Majid Sultan Al Mesmar, Director-General of TDRA, emphasised the significance of this step. He stated, "The current era is characterised by the rapid emergence of new technologies and the resulting products, services and work methods. This requires the continuous development of legal frameworks, which is what makes the ‘Regulatory Sandbox’ initiative, an innovative and practical solution. The initiative helps in discovering the pros and cons of the products and solutions before they are allowed to be introduced into the market."

Al Mesmar further highlighted that this sandbox plays a crucial role in enhancing UAE's investment appeal and promoting entrepreneurship. It strengthens market dynamics and contributes to establishing a forward-thinking ecosystem as outlined in the ‘We the UAE Vision 2031’. Businesses with new ICT-related products or services are encouraged to apply to utilise this regulatory environment managed by TDRA.
Mohammed Al Ramsi, Deputy Director-General of TDRA’s Telecommunications Sector, explained that businesses must first submit an application through TDRA’s official website. The application should detail the new product seeking approval for market release. Initially, applications are evaluated based on basic criteria before undergoing detailed scrutiny by the regulatory sandbox team.
In subsequent stages, products undergo extensive market environment testing under close observation. Experts analyse results to make a final decision regarding each product. If experts identify issues, companies must submit reports detailing remedial actions before reintroducing their products into the sandbox.
The sandbox tests various products including virtual-, augmented-, and mixed-reality items, cloud computing solutions, smart applications, IoT applications, digital twins, and blockchain products. Small- and medium-sized businesses (SMBs), startup entrepreneurs, and companies in the ICT sector benefit significantly from this service.
The initiative's importance lies in its ability to identify all implications—legislative, environmental, social, procedural, technological—of introducing new products or services into the market. Once a product passes testing within this controlled environment, it receives a licence for production or distribution locally.
Al Ramsi noted that communication channels remain open between TDRA and applicants throughout this process. This ensures that companies can address any gaps or requirements needed for re-entry into the regulatory sandbox.
