Tawazun Council Collaborates With Kaman And Kintsugi To Establish Height Of Burst Sensor Manufacturing Facility In UAE
The Tawazun Council has partnered with Kaman Precision Products, a part of Kaman Corporation, and Kintsugi Holding to set up a facility for manufacturing Height of Burst (HOB) sensors. This facility will be located at the Tawazun Industrial Park. The collaboration aims to produce the FireBurst System HOB technology for Laser Guided Bombs, targeting customers in the UAE and surrounding regions.
The FireBurst System is compatible with any Paveway II General Purpose configuration. It acts as a cost-effective force multiplier by engaging multiple targets with one system. Its installation process is straightforward, requiring no specialised tools, which enhances its flexibility and efficiency.

This new manufacturing facility will focus on advanced precision manufacturing techniques. It will also support the employment of skilled Emirati engineers. The initiative aims to boost the UAE’s aerospace and defence sectors by enhancing local capabilities and expertise.
The memorandum of understanding (MoU) was signed during IDEX 2025's second day. The signatories included Majed Saif Al Shamsi from Tawazun Council, Sharief Fahmy from Kaman, and Abdulrahman Al Harmoodi from Kintsugi Holding.
Majed Saif Al Shamsi remarked that this agreement is a strategic move to bolster national industrial capabilities in advanced technologies. "This agreement marks a strategic step toward strengthening national industrial capabilities in advanced and precision technologies," he said.
Al Shamsi further emphasised the project's role in fostering industrial innovation and integrating local and international partners. This integration aims to add value to the national economy while promoting the Made in the Emirates brand globally.
Commitment to Defence Sector
Sharief Fahmy highlighted their commitment to supporting regional defence and security sectors through this project. "Our plan to manufacture the FireBurst System HOB technology in the UAE highlights our commitment to supporting the region’s defence and security sectors," he stated.
Abdulrahman Al Harmoodi expressed honour in collaborating with Tawazun Council and Kaman. "We are honoured to collaborate with Tawazun Council and Kaman to build a product in the UAE, as this partnership will enhance local sensor technology production and contribute to the UAE’s growing reputation as a defence manufacturing hub," he said.
This initiative underscores efforts to localise sensor technologies within the UAE, reinforcing its status as a regional hub for advanced manufacturing. The project not only supports local industry but also aims at exporting products under the Made in the Emirates label worldwide.
