Sharjah SCC Endorses Planning And Survey Department Recommendations To Strengthen Urban Planning

The Sharjah Consultative Council set out detailed recommendations on the policy of the Planning and Survey Department, aiming to raise coordination across government bodies, improve urban planning quality, and support sustainable development and quality of life across the Emirate of Sharjah.

Members called for a unified electronic system connecting the Planning and Survey Department with other government entities. They said this should improve cooperation, align infrastructure projects, and reduce duplication. The Council also urged faster digital transformation using artificial intelligence and a single online portal for land and building permit applications.

SCC backs Planning and Survey Department

The recommendations included a clear schedule to complete the street naming and building numbering project across the emirate. Members asked that this data links directly with smart systems. They further stressed the need to follow a comprehensive urban master plan that reflects the Emirate’s vision, infrastructure priorities, and expected population growth.

The Council also focused on land and property regulations. Members requested clear rules for replacement programmes, including unified compensation methods and fair treatment of inherited land values. They further recommended reactivating property verification committees to improve coordination between agencies and shorten the time needed to confirm ownership records.

These issues were discussed during the Council’s fifth meeting of the third ordinary term of the 11th legislative chapter. The session, chaired by Dr Abdullah Belhaif Al Nuaimi, formed part of the Council’s legislative and oversight role, with members reviewing how the department’s operating framework could better support urban planning outcomes.

The policy of the Planning and Survey Department had earlier been addressed at the fourth general session on 8th December 2025. That earlier review was attended by Eng. Hamad Juma Al Shamsi, Eng. Ali Sultan Al Muhairi, and Walid bin Falah Al Mansouri, and included a detailed discussion of operational processes and implementation challenges.

During the latest meeting, the Council examined proposals prepared by the relevant committee. These proposals were presented by Dr Sultan Khamis Al Zaabi, who outlined the special meeting’s discussions and the main areas where performance and coordination within the Planning and Survey Department could be strengthened.

The Sharjah Consultative Council stated that the combined recommendations are designed to support the Government of Sharjah’s efforts to improve institutional integration, raise urban planning standards, and advance sustainable development across the emirate while maintaining alignment with long-term strategic objectives.
