Sharjah Ruler Implements Key Reforms In Police And Security Forces Structure
His Highness Sheikh Dr. Sultan bin Muhammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, has enacted a law amending Law No. (2) of 2021. This amendment pertains to human resources for military personnel in regulatory bodies within the emirate.
The revised Article (22) introduces committees for promotion and retirement within regulatory bodies. These committees will consist of experienced members who are qualified to interview candidates for promotion or retirement. They ensure candidates meet legal requirements and submit recommendations to the relevant authority.

For officers holding the rank of lieutenant colonel and above, their promotion or retirement proposals must be submitted to the Ruler for approval at specified intervals. This process is conducted through the Legal Department of the Government of Sharjah, following the regulations.
Promotions or retirements for officers up to the rank of major, as well as non-commissioned officers and personnel, are approved by their respective regulatory bodies. This ensures a streamlined process for lower-ranking personnel within these organisations.
The amendment also replaces Article (35) with new provisions establishing a Police Judiciary Council under this law. This council is tasked with reviewing disciplinary violations referred to it and imposing penalties according to professional discipline guidelines outlined in the regulations.
The Executive Council will decide on the formation of this council and determine its membership term. Representatives from various regulatory bodies will be included among its members, ensuring diverse input in decision-making processes.
The council's operating procedures and mechanisms for appealing decisions will be defined by regulations. Decisions made by the council must include reasoning and are not final until ratified by the head of the violator's regulatory body.
This legal amendment aims to enhance transparency and accountability in handling promotions, retirements, and disciplinary actions within Sharjah's military regulatory bodies. By establishing clear procedures and councils, it seeks to uphold fairness and professionalism across these entities.
