Sharjah Ruler Sheikh Sultan Introduces Comprehensive Human Resources Decree-Law For Government Agencies

His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, has introduced a new law impacting the Sharjah Department of Human Resources. This legislation will apply to all employees in government agencies, even those with existing human resources policies, until new regulations are established.

The law mandates that these agencies must provide essential employee information, such as salaries, to the Department of Human Resources using approved electronic systems. This initiative aims to align with evolving human resources practices and enhance the work environment for societal benefit.

New Human Resources Law in Sharjah

A permanent body named the "Supreme Committee for Human Resources" will be established within the Sharjah Executive Council. The Council will determine its formation, membership, and operations based on recommendations from the Human Resources Department.

The Decree-Law outlines several responsibilities for this Higher Committee. It includes studying and interpreting human resources-related legislation referred by the Council or Department and presenting findings to the Council. It also involves expressing opinions on matters referred by the Ruler, Council, or Department.

The committee is tasked with reviewing grievances and complaints submitted by employees. After meeting grievance requirements outlined in bylaws, it can recommend actions to the Council. Additionally, it may undertake other duties assigned by the Council.

Amendments in the Decree-Law cover organisational structure changes, job descriptions, classification systems, and appointment conditions prioritising citizens and children of female citizens. Non-citizens may be appointed under contracts per executive regulations.

Employment Systems and Training

The Decree-Law also addresses employment systems, employee training and qualification processes, as well as performance evaluations. It includes provisions for forming specialised committees and managing bonuses, promotions, status settlements, working hours, leave entitlements, transfers, secondments, loans, and overtime.

Legal provisions within the Decree-Law define job discipline systems and work conduct standards. They outline guarantees against administrative violations along with investigation procedures. Administrative penalties are detailed alongside processes for addressing violations and grievances.

The law also covers end-of-service benefits and specifies delegation validity alongside final provisions for enforcement and publication. This comprehensive framework aims to improve human resource management across Sharjah's government agencies.
