UAE's Government Innovation Success Stories Featured In Second Global Government Leaders Programme

The 2nd Global Government Leaders Programme (GGLP) participants explored the UAE's government innovation success story. Huda Al Hashimi, Deputy Minister of Cabinet Affairs for Strategic Affairs, and Khalfan Belhoul, CEO of the Dubai Future Foundation (DFF), led sessions highlighting transformative projects and strategic plans for future industries. These sessions are part of field visits organised by GGLP to various government entities and national projects in the UAE.

Participants from 31 countries, including Azerbaijan, Mongolia, and the UAE, attended the programme. The initiative aims to enhance leadership and management skills while providing strategic insights into government work. It equips participants with tools to address future challenges effectively. By sharing the UAE's successful experience in government performance, the programme helps institutions become more future-ready and effective.

UAE Showcases Government Innovation at GGLP

Huda Al Hashimi welcomed participants, emphasising the programme’s role in fostering international cooperation and knowledge exchange. This leads to strong strategic partnerships that support innovation and improve government performance. She noted that this success is rooted in the UAE leadership’s clear vision, solidified by UAE Vision 2021, the first long-term national vision in the region.

Al Hashimi highlighted how the UAE Centennial Plan 2071 provides a roadmap for the nation's future. "This plan, underpinned by quantitative global KPIs, guides the nation's strategic framework," she explained. It encompasses federal entity plans, sector strategies, and transformational projects aimed at achieving long-term goals.

The Mohammed bin Rashid Al Maktoum Centre for Government Innovation (MBRCGI) plays a crucial role in fostering a culture of innovation within the UAE’s government sector. Al Hashimi emphasised MBRCGI’s three guiding principles: increasing proximity to challenges, engaging contextually with citizens, and generating insights through user involvement.

"These principles inform MBRCGI's three pillars of action: enabling innovation through resources and training," Al Hashimi explained. They also explore possibilities by incubating projects and showcasing global best practices while creating platforms for transformative change.

Government Accelerators Centre

The Government Accelerators Centre at the Prime Minister’s Office focuses on enhancing collaboration and expediting government initiatives. "The Government Accelerators Centre adopted private sector methodologies like time-bound sprints," Al Hashimi said. These methods include coaching and healthy competition to address stagnant projects effectively.

The Centre has managed to overcome common obstacles associated with government work through its agile methodology. The 100-day challenges carried out by the Centre ensure rapid progress while maintaining long-term viability of solutions across various sectors.

Dubai Future Foundation Initiatives

Khalfan Belhoul addressed GGLP participants about how UAE's leadership has fostered a global model for innovation. He highlighted pioneering infrastructure development through public-private partnerships as key factors positioning the nation as a global leader.

Belhoul showcased key initiatives overseen by DFF embodying His Highness Sheikh Mohammed bin Rashid Al Maktoum's vision for institutionalising future foresight across sectors. "We do not just anticipate the future," Belhoul stated; "we actively shape it by fostering collaboration."

Future Opportunities Report

The Dubai Future Foundation publishes an annual report titled "Future Opportunities Report: The Global 50". This report highlights key global trends and promising opportunities as potential avenues for partnership where collaboration could lead to significant advancements in global growth.

The Global Government Leaders Programme is jointly organised by several entities including MBRCLD under His Highness Sheikh Mohammed bin Rashid Al Maktoum's Executive Office. It empowers first- and second-tier government leaders from participating countries with essential skills needed for effective governance.
