RTA Signs Three MoUs At GITEX 2025 To Enhance Nol Card Services And Digital Integration
Dubai's Roads and Transport Authority (RTA) has entered into three Memoranda of Understanding (MoUs) with the Knowledge and Human Development Authority (KHDA), GTS Alive Middle East, Parkin PJSC, and PayPal. These agreements were signed during RTA's participation in GITEX Global from 13 to 17 October 2025. The aim is to broaden the use of the nol card by integrating services across various sectors.
The MoUs were signed by Mohammed Al Mudharreb for RTA, Dr. Saeed Mubarak Kharbash for KHDA, Michal Lezo for GTS Alive Middle East, Mohamed Abdulla Al Ali for Parkin, and Otto Williams for PayPal. These partnerships are designed to enhance service integration, allowing companies to link their services with the nol ecosystem. This will enable users to utilise the card beyond public transport.

The initiative seeks to increase nol card acceptance across retail outlets, restaurants, car parks, events, and entertainment venues. It also aims to promote digital transformation by reducing cash dependency and supporting smart payment solutions aligned with smart city goals. This expansion is expected to improve customer satisfaction by offering a seamless experience through a single card.
Mohammed Al Mudharreb expressed enthusiasm about collaborating with KHDA, GTS Alive Middle East, Parkin, and PayPal. He stated that these collaborations aim to enhance public services across all societal segments. "RTA is always keen to collaborate with the business community," he said, highlighting the importance of exchanging knowledge and expertise globally.
Dr. Saeed Mubarak bin Kharbash emphasised Dubai's focus on providing facilities that meet student needs through innovative solutions. He valued the collaboration with RTA and GTS ALIVE Middle East in launching the ‘Study in Dubai – nol ISIC’ card for students. This card will be recognised by higher education institutions in Dubai and offer lifestyle benefits, enhancing students' experiences.
Mohammed Abdullah Al Ali noted that the partnership with RTA marks a significant step towards strengthening strategic collaboration. He mentioned that this partnership would enhance interoperability between nol and Parkin's digital payment systems, offering diverse payment options and launching innovative initiatives.
Advancing Urban Mobility
Otto Williams from PayPal highlighted their shared vision with RTA for seamless mobility driven by trust and innovation. "Our partnership reflects our shared vision for seamless, digital-first mobility," he said. The collaboration aims to make payments an integral part of urban innovation in Dubai, positioning it as a global hub for smart cities.
The MoUs also focus on building strategic partnerships with private sectors to develop nol-linked products and services. By diversifying revenue sources through partnership fees and value-added services linked to the card, they aim to support environmental sustainability by reducing paper tickets and cash payments.
This initiative represents a significant move towards integrating smart solutions into everyday transactions in Dubai. By fostering such collaborations, RTA aims to provide an enhanced customer experience while supporting sustainable practices in line with Dubai's vision as a leading smart city.
