RTA And Dubai Holding Sign AED 6 Billion Agreement To Enhance Mobility And Infrastructure In Dubai
H.H. Sheikh Ahmed bin Saeed Al Maktoum, Chairman of Dubai Holding, observed the signing of a significant AED6 billion agreement between Dubai’s Roads and Transport Authority (RTA) and Dubai Holding. This initiative aims to enhance Dubai's road infrastructure, support urban growth, and improve mobility. The collaboration focuses on key development areas across the emirate, including Dubai Islands, Jumeirah Village Triangle, Palm Gateway, Al Furjan, Jumeirah Park, Arjan, Majan, Liwan (Phase 1), Nad Al Hamar, Villanova, and Serena.
The agreement outlines the development of bridges and roads to improve access to five major Dubai Holding projects: Jumeirah Village Circle, Dubai Production City, Business Bay, Palm Jumeirah, and International City (Phase 3). These enhancements are expected to significantly reduce travel times and improve traffic flow in these areas. Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, attended the signing ceremony alongside Mattar Al Tayer from RTA and Amit Kaushal from Dubai Holding.
In Jumeirah Village Circle, four new access points will be developed with grade-separated interchanges. This is expected to double the capacity of entry and exit points while reducing travel time on internal roads by 70%. Traffic safety will also be improved at intersections. Similarly, new bridges will connect Dubai Production City with Sheikh Mohammed bin Zayed Road to enhance traffic flow by 50%.
Business Bay will see surface improvements at intersections leading from Sheikh Zayed Road. A pedestrian bridge will be constructed at the Business Bay intersection with First Al Khail Road to enhance pedestrian safety. Upgrades in the Towers Area aim to reduce travel time by 30% across entry and exit points.
Palm Jumeirah will benefit from additional acceleration and deceleration lanes at six locations. Two pedestrian bridges will replace at-grade crossings to improve mobility and pedestrian safety while reducing travel time by 40%. In International City (Phase 3), road expansions include a new lane from Manama Street and widened internal roads. These changes are projected to cut travel time from 15 minutes to just five minutes.
H.H. Sheikh Ahmed bin Saeed Al Maktoum remarked on the strategic partnership with RTA: "This strategic partnership with RTA reflects our shared vision of a city that is not only innovative but also seamlessly accessible." He emphasised that such projects reaffirm Dubai Holding's commitment to developing world-class communities that enhance connectivity and quality of life.

Mattar Al Tayer expressed satisfaction with the agreement: "This agreement will enhance the capacity of internal roads and access points." He highlighted that it would lead to reduced travel times and improved connectivity for residents and visitors while ensuring greater road safety for all users.
Amit Kaushal noted that this collaboration supports RTA's efforts in enhancing city-wide connectivity: "At Dubai Holding, we are dedicated to delivering integrated, future-ready developments." He stressed that these enhancements would not only reduce travel times but also elevate community experiences while reinforcing a more connected Dubai.
The projects under this agreement aim to reduce travel time by up to 70% in some areas while increasing road capacity significantly. By fostering partnerships with real estate developers like Dubai Holding, RTA ensures that infrastructure can effectively meet traffic demands in development zones.
