Transport Research Collaboration: RAKTA And Emirates Researchers Centre Advance Mobility Innovation
Ras Al Khaimah Transport Authority is expanding its focus on data-driven and smart mobility services through a new cooperation framework with a national research body. A memorandum of understanding with the Emirates Researchers Centre for Research and Studies is designed to link applied research directly with RAKTA’s daily operations and long-term plans for sustainable transport.
The agreement seeks to align research activities with the UAE Vision 2031, with an emphasis on knowledge-based decisions and sustainable development. Both parties intend to use scientific findings to guide policies in transport and mobility, helping improve operational performance while promoting innovation that supports environmental and economic objectives.

The memorandum of understanding was signed by Eng. Esmaeel Hasan Al Blooshi, Director General of Ras Al Khaimah Transport Authority, and by Dr. Fawaz Habbal, Secretary-General and Member of the Board of Trustees at the Emirates Researchers Centre, in the presence of senior officials. The document frames a long-term partnership for applied research in transport and mobility.
Under the MoU, RAKTA and the Emirates Researchers Centre plan to conduct specialised applied research, launch joint projects and create scientific and evaluation committees. These committees will review studies that use RAKTA’s data, both quantitative and qualitative, supporting clear analysis of passenger trends, operational efficiency and service quality within the transport and mobility sector.
The cooperation is expected to support new smart transport services by linking research results with technology deployment and service planning. Findings will help RAKTA strengthen service reliability, optimise resource use and refine sustainability strategies. The partnership also aims to ensure that transport and mobility projects are assessed using the latest research methods and evidence-based approaches.
RAKTA expects research outcomes from the Emirates Researchers Centre to enhance its operational performance and decision-making processes. Insights from studies will be used to improve internal processes, set performance targets and support innovation in public and private transport services. This approach is intended to make decisions more transparent and grounded in measurable data.
Ras Al Khaimah Transport Authority leadership views on transport and mobility cooperation
Commenting on the agreement, Al Blooshi said that "the agreement reflects RAKTA’s commitment to expanding strategic partnerships with national research institutions to support evidence-based decision-making and the development of innovative and sustainable transport solutions." This statement highlights how RAKTA links institutional partnerships with long-term mobility planning across Ras Al Khaimah.
Habbal explained the research body’s perspective on the alliance with Ras Al Khaimah Transport Authority. Habbal said "the partnership would help generate applied research with practical value, directly supporting decision-makers and reinforcing the role of science in sustainable development and institutional innovation." The quote outlines the centre’s focus on research that creates direct benefits for public institutions.
Beyond research projects, the two sides discussed sharing outcomes with the wider scientific and professional community. They plan to publish results in peer-reviewed journals, organise specialised scientific conferences and register RAKTA employees as accredited researchers at local and international levels. A joint working team will oversee MoU implementation and follow up on all agreed initiatives and timelines.
This cooperation between Ras Al Khaimah Transport Authority and the Emirates Researchers Centre places applied research at the core of future transport and mobility projects in the emirate. By connecting academic work with operational needs, the agreement supports UAE Vision 2031 objectives, encourages evidence-based planning and embeds sustainability and innovation within RAKTA’s institutional development efforts.
