PureHealth's AED 1bn Local Procurement Fuels UAE's National ICV Programme
PureHealth, the largest healthcare platform in the Middle East, has achieved AED 1 billion in local procurement to support the National ICV Programme since the first quarter of 2023. This programme is a key component of the UAE’s national industrial strategy, which aims to increase the industrial sector’s contribution to the GDP to AED 300 billion by 2031.
During the Make it in the Emirates Forum at the Abu Dhabi Energy Centre on 27-28 May, PureHealth revealed its progress towards its AED 13 billion target in local procurement by 2032. This milestone confirms that PureHealth is on track to meet its target and underscores its significant role in promoting the UAE’s economic diversity.

Aligned with the nation’s vision for an economically self-sufficient and health-secure future, PureHealth is shaping a resilient and sustainable healthcare environment. The company remains a major national player, contributing to the UAE’s economic and social development by supporting local healthcare manufacturing capabilities and creating employment opportunities.
Following an agreement with the Ministry of Industry and Advanced Technology (MoIAT) to join the National ICV Programme in 2022, PureHealth initially committed AED 10 billion to local procurement by 2032. In 2023, this commitment was increased by 30 percent to AED 13 billion. PureHealth has also implemented ICV strategies across its operations, extending these efforts to include subsidiaries such as Abu Dhabi Health Services Company (SEHA), Rafed, and Daman.
In August 2023, SEHA achieved an ICV score of 79.1 percent, the highest among UAE healthcare companies. Daman also attained an impressive ICV score of 71.83 percent, giving it a competitive edge in government procurement processes. These results highlight PureHealth's dedication to enhancing the industrial sector through strategic investments and partnerships with UAE-based suppliers.
Government Support
Omar Al Suwaidi, Undersecretary of MoIAT, stated that the Ministry is promoting the ICV Programme as part of the "Projects of the 50" initiative. This programme plays a crucial role in enhancing and empowering the growth and competitiveness of the industrial and advanced technology sectors while supporting investors in line with the Ministry’s objectives.
The ICV Programme has seen significant growth since its launch, redirecting AED 67 billion into the national economy in 2023. Purchasing opportunities have expanded to include 1,400 products, with total announced purchase agreements reaching AED 120 billion. The third edition of the ‘Make it in the Emirates Forum’ saw further announcements and new purchasing opportunities.
