OPEC+ Commits To Extending Oil Production Cuts Into 2025

In a significant development for the global oil market, the 37th OPEC and non-OPEC Ministerial Meeting on Sunday has announced a unanimous decision to maintain the current overall crude oil production levels for OPEC and non-OPEC Participating Countries under the Declaration of Cooperation (DoC). This extension is set from 1 January 2025 to 31 December 2025, marking a critical decision aimed at stabilizing the oil market over the long term.

Additionally, a noteworthy adjustment was made for the United Arab Emirates (UAE), granting it a new reference production level of 3.519 million barrels per day in 2025. This adjustment represents an increase of 300,000 barrels per day and will be phased in from January to September 2025. This move underscores the UAE’s growing role and influence within the global oil sector.

The meeting also highlighted that the total voluntary production cuts from some members reached 2.2 million barrels per day, with the collective cuts from OPEC+ members extending to 5.86 million barrels per day until the end of the next year. These measures reflect the organization's commitment to ensuring a stable and predictable oil market.

The conference's decisions were driven by a strategy to continue delivering long-term guidance and transparency to the oil market. This approach has been characterized by a cautious, proactive, and preemptive stance, consistently adopted by the DoC participants to sustain market stability.

Key resolutions from the meeting included the reaffirmation of the DoC and the Charter of Cooperation, extension of the assessment period for reference production levels to November 2025, and the continuation of the Joint Ministerial Monitoring Committee (JMMC) mandate. The JMMC, supported by the Joint Technical Committee (JTC) and the OPEC Secretariat, plays a vital role in monitoring global oil market conditions and production levels. The committee is scheduled to convene every two months, with provisions made for additional meetings as required to respond to market developments.

The meeting also set the date for the 38th OPEC and non-OPEC Ministerial Meeting, which will take place on 1 December 2024. This future gathering will further assess the global oil landscape and make necessary adjustments to production levels to maintain market equilibrium.

This series of decisions and the collaborative spirit of the meeting underscore the commitment of OPEC and non-OPEC producing countries to achieving a balanced and stable oil market. Through strategic production adjustments and ongoing monitoring, the group aims to navigate the complexities of global oil demand and supply dynamics effectively.
