MoHRE Achieves Up To 100% Reduction In Service Procedures And Completion Times
The Ministry of Human Resources and Emiratisation (MoHRE) has made significant strides in implementing the UAE’s Zero Government Bureaucracy Programme. This initiative, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, aims to enhance government efficiency and customer satisfaction. The programme focuses on reducing bureaucracy, improving service quality, and aligning with the UAE's competitive status.
MoHRE has streamlined various services, cutting processing times from days to minutes. Procedures, requirements, and conditions for several services have been eliminated, achieving reduction rates of up to 100%. This transformation is part of a broader vision centred on enhancing the customer journey through digital transformation and employee empowerment.

Khalil Ibrahim Al Khoori, MoHRE’s Undersecretary of Labour Market and Emiratisation Operations, highlighted strategic steps taken to meet the programme's goals. These include migrating systems to the Federal Network (FEDnet) cloud infrastructure. Additionally, the Smart Inspection System was developed to proactively monitor labour market risks and focus inspections on high-risk establishments.
Al Khoori stated that "in line with government directives to streamline procedures and ensure Zero Government Bureaucracy, a range of labour market services has been developed within three main packages." These services are integrated with strategic partners to meet client expectations and ease access to services.
The Work Bundle is among the key services developed. It allows private-sector companies and individuals to complete work and residency procedures through the 'Work in UAE' digital platform. This initiative was launched in collaboration with several entities including the Federal Authority for Identity, Citizenship, Customs, and Port Security.
The Work Bundle reduced service procedures by 72%, required fields by 93%, documents by 79%, visits by 77%, and processing time by 83%. Such reductions highlight MoHRE's commitment to efficiency and customer satisfaction.
Enhanced Platforms for Labour Services
MoHRE also developed platforms like ‘Invest in Dubai’ and ‘Dubai Now’ in partnership with various authorities. These platforms improved labour services for establishments by simplifying hiring processes and residency renewals or cancellations. The enhancements led to a 75% reduction in procedures and significant cuts in required fields, documents, visits, and processing time.
Services for domestic workers were also expanded on these platforms. Issuing, renewing, or cancelling residencies now require fewer steps. The improvements resulted in a 77% reduction in procedures and substantial decreases in other requirements.
Innovative Service Offerings
The ‘Investor Journey - Abu Dhabi’ package achieved a complete reduction in procedures for establishment registration services. This was accomplished through collaboration with multiple entities including TDRA and Abu Dhabi Digital Authority.
"The Ministry has developed all of its core services," said Al Khoori. Integration with relevant entities reduced required fields by up to 76%. AI technologies now enable automatic service completion within one business day.
Automation and Efficiency Gains
MoHRE introduced innovative services such as issuing work permits for establishments or domestic workers. New offerings include an Electronic Authorisation service that is free and completed in two minutes instead of three days. Required documents were cut entirely while reducing fields by 97%.
An automated service now settles violators’ status when renewing work permits with their current employer. This automation led to a complete reduction in required visits along with significant cuts in fields, procedures, and documents needed.
Integration Across Regulatory Bodies
A new service allows job experience certificates requests within two minutes. Electronic integration between MoHRE and other authorities eliminated previous needs for in-person visits during work permit renewals. Processing time dropped from two days to automatic approval without any document requirements.
In collaboration with Nafis Council and General Pension Authority, MoHRE developed an integrated system for issuing work permits for UAE citizens. The National Programme for Incentivising Establishments supports Zero Government Bureaucracy objectives by enhancing operational efficiency while reducing costs significantly.
This programme achieved a complete reduction in procedures needed for availing services which are now proactive without human intervention—cutting employee review efforts by 63%. Al Khoori explained that integrating labour market data advances achievements towards eliminating bureaucracy through automatic processing once authority requirements are met—fully integrating data across regulatory bodies reduces necessary visits entirely.
