MoHAP Unveils Comprehensive Framework For Measuring R&D Spending In UAE Health Sector
The Ministry of Health and Prevention (MoHAP) has introduced a framework to measure health research and development (R&D) spending within the UAE's health sector. This initiative aims to improve transparency and efficiency in data collection, supporting evidence-based decision-making for better planning and performance. The framework was revealed by the National Centre for Health Research during an event in Dubai, attended by Dr. Amin Hussain Al Amiri and other officials.
MoHAP highlighted that this framework is part of ongoing efforts to enhance cooperation among health, academic, and private-sector entities. The goal is to build partnerships and improve performance in health-sector R&D. The framework will enable precise tracking of R&D expenditures, aiding the UAE in achieving its strategic objectives in this domain.

The document outlines detailed definitions, principles, and mechanisms for measuring health-related R&D spending, aligning with UNESCO and OECD guidelines. It is designed to assist health authorities, healthcare institutions, academic bodies, and private companies in systematically gathering and measuring R&D expenditures. This approach will help strategic partners adopt global best practices for measuring R&D spending.
In addition to standardising data collection methods, the framework aims to boost competitiveness by refining indicators like the ratio of spending to GDP. It promotes transparency and efficiency in tracking actual research and development expenditures. Dr. Amin Hussain Al Amiri emphasised that enhancing investments in health R&D will solidify the UAE's status as a global hub for innovation.
"Beyond enhancing healthcare quality, health research and development will bolster the UAE's reputation internationally," noted Al Amiri. He stressed that investing in health research is an investment in the future well-being of the UAE community. The nation has achieved significant progress in health research funding, with growth three times higher than the global average.
This advancement results from the UAE's commitment to establishing itself as a global hub for healthcare innovation and research. This aligns with the 'We the UAE 2031' vision and the 'UAE Centennial 2071' Plan. "Health research is a transformative force that guides us toward a better future," Al Amiri stated.
He added that it allows for foreseeing emerging health challenges while shaping an integrated strategic vision. As part of MoHAP's ongoing efforts with partners, there is a commitment to fostering a dynamic ecosystem for development and empirical research in the health sector.
The newly unveiled framework will help enhance competitive indicators in research and innovation at both national and international levels. By promoting robust collaborations with academic and health institutions within the UAE and abroad, it aims to strengthen investments in health R&D.
