Sheikh Mohammed Bin Rashid Al Maktoum Issues New Law For Supreme Legislation Committee In Dubai
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has enacted Law No. (14) of 2024. This law pertains to the Supreme Legislation Committee in Dubai. It specifies the Committee's objectives and duties, as well as those of its General Secretariat. The law also outlines operational rules for the Committee and details government entities' responsibilities towards it.
The new law mandates that both the Supreme Legislation Committee and its General Secretariat adhere to a set of guidelines. These guidelines are formulated by the Chairman of the Committee. They ensure compliance with local and federal laws, international agreements, and legal opinions while fulfilling their responsibilities.

Following this law, H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum issued Decision No. (3) of 2024. As First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Supreme Legislation Committee in Dubai, he approved guidelines for conducting the Committee's work. These guidelines aim to streamline legislative processes through clear procedures aligned with Dubai’s strategic plan.
The guidelines focus on developing a sustainable legislative system that meets legal needs and adapts to future changes. They ensure alignment with the UAE Constitution and applicable federal and local laws in Dubai. Additionally, they regulate relationships between the Committee, its General Secretariat, and various government bodies involved in legislation.
Law No. (14) of 2024 supersedes Decree No. (23) of 2014 and Executive Council Resolution No. (12) of 2014 concerning the Supreme Committee for Legislation in Dubai. Any conflicting legislation is annulled by this new law. However, Resolution No. (110) of 2023 remains effective until a new decree reconstitutes the Committee from Dubai’s Ruler.
Existing decisions, regulations, and guidelines under Decree No. (23) of 2014 and Executive Council Resolution No. (12) of 2014 will continue unless they conflict with Law No. (14) or are replaced by new ones.
The guidelines also ensure consistent application of laws in Dubai to achieve intended legislative goals effectively.
