Sheikh Mohammed Bin Rashid Approves AED 3.7 Billion Five-Year Internal Roads Development Plan For Dubai
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has sanctioned a five-year plan for internal roads from 2025 to 2029. This initiative includes 21 projects across 12 residential, commercial, and industrial zones, adding up to 634 km of new roads. The total cost is AED 3.7 billion. This plan aims to enhance infrastructure in line with Dubai's growing population and urban expansion.
Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors at the Roads and Transport Authority (RTA), highlighted that the Five-Year Internal Roads Development Plan targets areas with urbanisation rates between 30% and 80%. In 2025, new roads will be built in Nad El Sheba 3 and Al Amardi, supporting a project by Mohammed bin Rashid Housing Establishment with 482 housing units.

In Hatta, additional internal roads will support another Mohammed bin Rashid Housing Establishment project comprising 100 housing units. By 2026, RTA plans to construct 92 km of internal roads in Nadd Hessa and Al Awir 1. The following year will see the development of 45 km of roads in Al Athbah, Mushrif, and Hatta, along with an additional 14 km in Warsan 3 (Industrial Area).
In 2028, one of the largest internal road projects will span over three communities: Al Awir 1, Wadi Al Amardi, and Hind 3. This includes constructing a total of 284 km of roads—221 km in Al Awir 1, 22 km in Wadi Al Amardi, and another 41 km in Hind 3. The momentum continues into 2029 with plans for an additional 200 km of internal roads in Hind 4 and Al Yalayis 5.
Al Tayer explained that RTA is dedicated to providing smooth access for residents and visitors alike. By the end of last year, the total length of completed roads in residential and industrial areas reached approximately 6000 km. Between 2011 and last year’s end, internal roads were paved across 28 residential and industrial areas.
In recent years, RTA constructed internal roads totalling about 83 km across various regions including Al Warqa 4, Al Qusais Industrial Area, Margham, Lehbab, Al Lisaili, as well as Hatta's Suhaila, Saeir, and Al Salami areas. Current road works are ongoing in Jebel Ali Industrial Area, Nazwa Districts like Tolerance District within Al Khawaneej2.
The strategic plan reflects His Highness's commitment to enhancing infrastructure while ensuring resident well-being aligns with urban growth trends. It underscores Dubai's focus on sustainable development through comprehensive transportation networks.
