UAE Ministry Of Higher Education Revises Admission Criteria To Enhance Student Opportunities

The Ministry of Higher Education and Scientific Research (MoHESR) has introduced Ministerial Resolution No. (19) of 2024. This resolution sets out the admission guidelines for higher education institutions (HEIs) in the UAE. It covers criteria for bachelor's degrees, diplomas, and short learning units within levels 4 and 5 of the National Qualifications Framework.

Ahmad Ibrahim Alsaadi, Acting Assistant Undersecretary for the Higher Education Operations Sector at MoHESR, highlighted the importance of updating these criteria. He stated that this aligns with the Ministry's goal to strengthen partnerships with universities. The aim is to help universities design academic programmes that match students' aspirations and prepare them for the job market.

UAE Updates University Admission Criteria

The updated guidelines allow HEIs to accept students based on grades in subjects relevant to their chosen major, rather than overall high school scores. This change aims to increase student enrolment by offering more tailored academic paths. It also ensures that unrelated subjects do not hinder admission processes.

Alsaadi mentioned: "This flexible approach will contribute to increasing student enrolment in HEIs by providing more opportunities for them to pursue academic tracks that suit their capabilities. It also considers the majors that students intend to study, ensuring that unrelated subjects do not affect admission to HEIs."

Students who have studied English-language curricula outside the Ministry’s framework are exempt from proving English proficiency. However, those who studied non-English curricula must pass international standardised tests as required by their university. This ensures language proficiency aligns with university standards.

For master's or doctoral applicants, holding a qualification from the previous level is necessary according to the National Qualifications Framework 2024. Universities may require preparatory or remedial courses for conditional admissions without considering general secondary school averages.

Guidance for Students and Parents

The MoHESR advises students and parents to understand each university's specific admission requirements thoroughly. Direct communication with HEIs is encouraged to ensure compliance with all applicable rules and regulations. This proactive approach helps students meet all necessary criteria for their desired courses.

Alsaadi further added: "At the Ministry of Higher Education and Scientific Research, we will continue to launch specialised programmes and initiatives that contribute to providing educational opportunities for all students, while ensuring that their academic journey aligns with their career path after graduation."

This resolution represents a significant shift towards more adaptable admission processes in UAE's higher education landscape. By focusing on relevant subject grades and flexible criteria, it aims to better align educational outcomes with labour market needs while maintaining high academic standards.
