ISAM Commends UAE President's Decree-Law Establishing National Anti-Narcotics Authority For Drug Abuse Prevention
The International Society of Addiction Medicine (ISAM) has lauded the recent federal decree-law by President His Highness Sheikh Mohamed bin Zayed Al Nahyan. This law establishes the National Anti-Narcotics Authority, which ISAM views as a crucial tool for enhancing the UAE's efforts in combating narcotic drugs and psychotropic substances.
In its statement, ISAM highlighted that the decree strengthens the UAE's comprehensive strategy to address the global drug abuse threat. The country has consistently updated its legislation to combat narcotics while advancing security, prevention, treatment, and awareness initiatives, significantly curbing this menace.

Dr. Hamad Al Ghafri, President of ISAM and Board member of the American Society of Addiction Medicine (ASMA), emphasised that the National Anti-Narcotics Authority provides a holistic framework for developing policies and strategies to combat drug abuse. This includes mechanisms for prevention, treatment, and rehabilitation.
The authority’s mandate focuses on several core pillars. These include reducing both supply and demand for drugs by dismantling trafficking networks and strengthening treatment systems to reintegrate recovered individuals into society. Legislative frameworks are also being advanced alongside dedicated research efforts.
The legal powers granted to the authority are expected to play a key role in enhancing national efforts. These efforts aim to eliminate drug sources and confront those targeting the country's youth. Dr. Al Ghafri noted that these measures would bolster institutions working tirelessly against drug threats.
Community-based prevention initiatives will be supported through these efforts. A unified national monitoring system will be established, promoting international collaboration in training and capacity-building. These pillars aim to achieve an integrated approach combining preventive, security, and therapeutic dimensions.
Commitment to Safe Societies
Dr. Al Ghafri reaffirmed ISAM’s commitment to supporting all initiatives related to combating narcotics and psychotropic substances. The organisation aims to enhance cooperation and coordination while adopting efforts that contribute towards building safe and drug-free societies.
These comprehensive measures reflect a dedication to tackling all facets of the drug issue effectively. By focusing on prevention, treatment, and international collaboration, the UAE aims to create a robust framework for addressing this global challenge.
