Hamdan Bin Mohammed Introduces Comprehensive Policies For Healthcare, Family Welfare, And Education In Dubai
A series of new policies and initiatives have been launched in Dubai to improve residents' quality of life, aligning with the Dubai Social Agenda 33 and the Dubai Economic Agenda D33. During a meeting at Emirates Towers, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, approved policies related to healthcare, education for Emirati students, family welfare services, and smart buildings.
H.H. Sheikh Hamdan emphasised that these policies are part of a comprehensive strategy to enhance public wellbeing across various sectors such as healthcare, education, social welfare, and infrastructure. "Guided by the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum...Dubai puts people at the heart of all its development plans," he stated. The focus is on achieving tangible outcomes that benefit individuals and society.
The Dubai Health Authority is leading efforts to boost the city's healthcare system. Plans include three new hospitals and 33 primary healthcare centres by 2033. These facilities will be established through public-private partnerships with incentives to attract investment. Priority areas include Al Yalayis, Al Awir, Hind City, Nad Al Sheba, Al Lisaili, and Lehbab.
The healthcare strategy also involves reviewing supply and demand dynamics and improving insurance coverage for mental health services. Initiatives aim to attract medical talent and expand scholarships for Emirati doctors. This approach aligns with global best practices to ensure quality healthcare access citywide.
The Knowledge and Human Development Authority (KHDA) has introduced a policy to empower Emirati students in private education. The goal is for all Emirati students to attend schools rated ‘Good’ or above with over 90% parental satisfaction. The policy includes school improvement programmes and flexible education models tailored for Emiratis.
Additionally, the policy aims to increase the number of Emirati teachers and improve curriculum standards while enhancing parent engagement. This initiative supports the Dubai Education Strategy 2033 by preparing future generations for leadership roles.
Family Welfare Services
The Community Development Authority in Dubai is managing a Unified Centre for Family Care offering integrated services like family counselling and child protection through two branches in Deira and Bur Dubai. The initiative highlights the family as a societal cornerstone supporting national values.
These services are supported by digital tools to foster wellbeing and inclusion within families. The centre aims to provide comprehensive support through a single platform, reinforcing cohesion within society.
Smart Buildings Policy
Dubai Municipality's Smart Buildings Policy sets standards for buildings using renewable energy and intelligent systems like smart parking and climate control. The policy targets reducing power consumption by 25%, water use by 15%, and operational costs by 20% while improving resident satisfaction.
This voluntary policy supports the Dubai Integrated Energy Strategy 2030 and UAE Net Zero by 2050 Strategic Initiative. It contributes to the objectives of the Dubai Economic Agenda D33 by fostering innovation in real estate development.
The meeting was attended by H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance; along with H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai.
