Hamdan Bin Mohammed Unveils Strategic Policies To Enhance Education And Environmental Standards In Dubai

H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, has endorsed several strategic policies and projects during a meeting of The Executive Council. These initiatives focus on higher education, career guidance, air quality, corporate dispute mediation, and governance in the construction sector. The aim is to bolster Dubai’s reputation as a global hub for academia, business, and sustainable development.

Sheikh Hamdan emphasised the importance of youth in shaping the future with their awareness and optimism. He stated that under the guidance of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Dubai continues to empower young people with knowledge and skills through world-class academic opportunities. "Our goal is to make Dubai a destination for outstanding students from around the world and an incubator for innovation," he said.

The Executive Council approved a project led by the Knowledge and Human Development Authority (KHDA) and the Dubai Department of Economy and Tourism (DET) aimed at attracting top global universities. By 2033, international students are expected to make up 50% of all university enrolments in Dubai. This initiative aims to position Dubai among the top 10 cities globally for students.

Currently, Dubai hosts 37 international universities including Curtin University Dubai and University of Wollongong in Dubai. Both are ranked in the QS World University Rankings 2026 top 200. The project envisions over 70 higher education institutions by 2033, with 11 ranked within the top 200 globally.

The Academic and Career Guidance Policy was also approved to support students in making informed decisions about their futures. Led by KHDA, this policy aims to enhance career advice services in schools and facilitate students' transition into the workforce. It sets ambitious targets for employment rates among graduates.

The policy aims for 90% of Emirati graduates to find employment within six months of graduation. Additionally, it seeks to enable 90% of all students in Dubai to secure jobs aligned with their field of study. Furthermore, it envisions that 80% of education providers will offer effective career advice services.

Air Quality Strategy

Dubai’s Air Quality Strategy 2030 was approved with goals to achieve clean air standards on 90% of days by 2030. This strategy aims to enhance public health and environmental sustainability by reducing fine particulate matter concentrations to 35 micrograms per cubic metre.

The strategy will be implemented by the Dubai Environment and Climate Change Authority in collaboration with various entities including DEWA, RTA, and others. It addresses key pollutants like carbon monoxide and nitrogen dioxide while setting sector-specific targets.

Governance Policy for Construction Projects

The Governance Policy for Government Construction Projects was also approved to improve government performance through partnerships with the private sector. This policy introduces a unified framework categorising projects based on cost: below AED200 million, between AED200–500 million, and above AED500 million.

This initiative aligns with increasing government spending from AED512 billion over the past decade to AED700 billion in the next decade as part of the Dubai Economic Agenda D33. It promises better planning tied to financial impacts while ensuring sustainable economic growth.

Dubai International Mediation Centre Project

The Executive Council approved the establishment of the Dubai International Mediation Centre project aimed at strengthening legal infrastructure through cost-effective dispute resolution services. Co-developed by the Government of Dubai Legal Affairs Department and ADR Centre from Europe, this project supports investor confidence.

This initiative will contribute significantly towards enhancing investor confidence by offering internationally recognised dispute resolution services. It will also create new jobs in mediation and arbitration domains while supporting global competitiveness rankings related to alternative dispute resolution methods.

These strategic initiatives reflect Dubai's commitment towards becoming a leading centre for education, business innovation, environmental sustainability, legal excellence, and good governance practices globally.
