Global CCCM Cluster Urges Protection Of Displaced Civilians Amid Gaza Crisis
The Global Camp Coordination and Camp Management (CCCM) Cluster has expressed grave concern over the worsening humanitarian situation in Gaza. The renewed Israeli military offensive has displaced nearly 180,000 people between 15th and 25th May. The Cluster condemned attacks on displacement sites, emphasising the need to protect civilians under international humanitarian law.
Since the ceasefire ended on 18th March, around 616,000 people have been displaced multiple times. Many families had returned home during the ceasefire to rebuild their lives, particularly in the North. However, intensified military actions have forced them to flee once again.

Humanitarian operations globally adhere to principles of humanity, neutrality, impartiality, and independence. These principles are crucial in Gaza as aid must be distributed based on needs rather than political or military agendas. Humanitarian actors need access to communities and displacement sites to assess risks and provide necessary assistance.
Despite severe restrictions, humanitarian partners continue delivering essential services across Gaza. The main challenge is not a lack of will or capacity but access constraints imposed by Israel. These restrictions hinder the delivery of lifesaving aid to those in need.
The Cluster raised concerns about new alternative supply modalities that could bypass established humanitarian coordination mechanisms. Such arrangements risk undermining humanitarian principles and may promote displacement without providing essential protection or access to vital services.
Currently, it is estimated that 80 percent of the Gaza Strip is either under displacement orders or designated as "no-go" zones. This situation further complicates efforts to deliver aid effectively and safely to affected populations.
Call for Action
The Global CCCM Cluster urged an immediate halt to attacks on displacement sites and called for unimpeded humanitarian access. Protecting civilians, regardless of their location, remains a priority. A UN-coordinated plan aims to resume principled aid delivery as the only viable solution for reaching displaced communities with necessary support.
The ongoing crisis highlights the urgent need for sustained humanitarian efforts in Gaza. Ensuring safety and dignity for civilian populations is paramount amidst escalating tensions and challenges in delivering aid effectively.
